We will hire either a level I/II/III candidate based on experience. The description below is for the level I/II positions. Please note, additional higher-level functions may exist for the level III position. This position may close early if a suitable candidate is found.

SUPERVISION RECEIVED
Works under the general supervision of the Building Official.
ESSENTIAL FUNCTIONS (I/II)
- Administers, interprets, and is responsible to enforce State and City building and development codes.
- Provides an intermediate level of expertise to understand and interpret codes, laws, and regulations to ensure proper construction and implementation of codes.
- Ensues proper recording and documentation of inspections and violations for records and references. Provides reports on construction of buildings and housings. May provide analysis and updates to management.
- Reviews, inspects, and addresses minor complaints pertaining to residential and commercial construction, housing, property maintenance, and public nuisances.
- Reviews permitted construction for compliance with codes, ordinances, standard engineering practices, and related regulatory practices to include, plumbing, electrical, heating, ventilation and air conditioning.
- Provides interpretations for building plans or blueprints for compliance with building and development codes. Receives clarification from higher level inspectors as needed.
- Issues building permits and certificates of occupancy.
- Confers and provides some expertise with property owners, architects, engineers, and attorneys pertaining to the interpretation and enforcement of building and development codes.
- Calculates permitting fees.
- Provides research and recommendations to assist with updating State and City building and development codes.
- Performs other duties as assigned including being on call for natural disasters and City emergencies.
MINIMUM QUALIFICATIONS
Education:
High school diploma or equivalent
Level I Experience:
- Current combination ICC Residential Certified and minimum two (2) years’ experience in field inspections
OR
- Four (4) years of construction related work.
OR
An equivalent combination of education and experience.
Level II Experience:
- Current combination ICC Residential Certified, minimum of 2 ICC Commercial Certifications
- Minimum three (3) years’ experience in field inspections
OR
- Five (5) years of construction related work.
OR
An equivalent combination of education and experience.
Level III Experience:
- ICC Building Plans Examiner Certifications
- Minimum four (4) years experience in field inspections
OR
- Seven (7) years of construction related work.
OR
- An equivalent combination of education and experience.
Preferred:
- Technical skills in basic office programs. Ability to use field technology as required.
Certifications/Licenses:
- Must obtain a Combination License within six months of employment date. (I/II)
- Current ICC Combination Residential and Commercial Inspector (III)
Additional Requirements:
- Must be at least 18yrs old.
- Requires a valid Utah Driver’s License.
- Must be able to pass a pre-employment drug test, background check, and driving record check
KNOWLEDGE, SKILLS, AND ABILITIES
- Technical skills in basic office programs. Ability to use field technology as required.
- Ability to communicate effectively both verbally and in writing in English.
- Read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; perform advanced mathematical calculations.
- Ability to develop and maintain effective working relationships with fellow employees, elected officials, and other agencies of the public.
- Ability to oversee inspections on a variety of major construction projects; prioritize tasks; establish effective working relationships with employees and the public; work requires frequent supervision.
WORK ENVIRONMENT
- Tasks require a variety of physical activities, generally involving muscular strain. Frequent physical activity related to walking, standing, stooping, sitting, reaching and moderate lifting. Essential functions require talking, hearing and seeing.
- Great mental effort is required daily; a great amount of pressure and fatigue is present during an average workday.
- Moderate exposure to overtime with some weekend work required with constant exposure to deadlines.
- Field work and exposure to noise, dust, all types of weather conditions, and traffic and construction site hazards; moderate climbing/balancing and constant stooping and kneeling are required.
- Mental application utilizes memory for details, emotional stability and discriminating thinking.
- Frequent travel required in the course of performing portions of job functions.
- Tasks also require regular use of a telephone, copy machine, calculator, and City vehicle.
