Description
ICF's Disaster Management Division seeks a Senior Project Manager to support clients in implementing federally- and state-funded residential mitigation grant projects. This position is hybrid with on-site work in Los Angeles County, CA. The Senior Project Manager will be focused on leading residential property mitigation projects to reduce the risk to homes and property from natural hazards including wildfires, wind, ice storms, and severe weather.
The ideal candidate will be a proven Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance (HMA) Project Manager with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. Key Responsibilities:
- Lead the development, coordination, and operation of various large, complex federally funded programs, focused on residential mitigation and community resilience, from start up through closeout.
- Serve as an expert in FEMA HMA grant programs and advise local government and private non-profit clients on large-scale mitigation projects.
- Manage delivery of project tasks, activities, milestones and resources, developing, maintaining, and managing project requirements, plans, timeline, issues, risks and challenges
- Direct risk and vulnerability assessments and develop strategies to reduce risk, such as building code updates, retrofitting structures, and community-wide preparedness plans.
- Coordinate clients’ resilience priorities, secure grant funding, and successfully implement federally and state-funded programs in compliance with all applicable program policies, requirements, procedures, guidelines.
- Oversee on-going public education and outreach programs, including clearly explaining complex technical concepts to various audiences, including homeowners and community members.
- Lead stakeholder engagement and coordination with local, state, and federal agency representatives, community-based organizations, industry, and non-profits to achieve common mitigation goals.
- Manage a team of professionals including engineers, grant managers, contractors, and emergency managers to implement mitigation projects.
- Monitor program performance status and establish necessary quality control tools to manage and measure programs results.
- Serve as the key project interface with ICF leadership, delivering updates on milestones/challenges, and using data-driven reporting and analysis to inform decisions.
Qualifications:
- Bachelor’s Degree
- 8+ years of experience and demonstrated success managing complex multi-disciplinary teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.
- 5+ years of FEMA HMA project experience including program start-up through implementation and closeout
- Willingness to work in and travel across California as necessary
Preferred Skills/Experience:
- Master’s or higher-level degree in a related field.
- Experience securing federal grants of $50 million or greater.
- Familiarity with disaster planning, recovery, and mitigation, and using grants management systems.
- Certification as a Project Management Professional (PMP).

Compensation: Although the posted range below is broader, this position is anticipated to offer a base salary in the $140,000–$150,000 range.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$118,807.00 - $201,971.00California Remote Office (CA99)
