ESSENTIAL FUNCTION:

This position requires a thorough knowledge of all phases of engineering and of the operation of municipal government. The Director of Public Works/City Engineer has responsibility for carrying out all City engineering work, including the designing and construction of City infrastructure and parks. He/she provides technical support and assistance in the planning, development, review, estimating, bidding and award of various professional service and construction projects. The Director of Public Works/City Engineer assists in the development and implementation of civil engineering plans, permits, standards and specifications. He/she generates design drawings for capital projects, including data entry, revision and correction of existing drawings, maps, and records, as needed. Also acts as the Operation Section Chief of recovery in the event of an emergency.

CLASSIFICATION:

The position of Director of Public Works/City Engineer is considered an exemptposition as defined by the Fair Labor Standards Act.

REPORTS TO:

The Director of Public Works/City Engineer reports to the Mayor.

SUPERVISES:

The Director of Public Works/City Engineer supervises the Public Works team.

CITY EXPECTATIONS:

All employees are required to report to City Hall for duty in response to a disaster or emergency when activated (before, during, and after a disaster or emergency) as a condition of employment. Disaster Essential (DE) activation assignments may occur before, during, and after a disaster or emergency. Assignments are allocated based on operational needs during a disaster or emergency period and are subject to change at any time. Failure to respond when called upon or failure to report for duty may result in disciplinary action, up to and including, dismissal from employment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Provides administration of the Engineering Design Criteria and other applicable design standards and related requirements for work within the City right-of-way

· Directs preparation and submission of periodic and special operating, financial, environmental compliance and other reports required by federal, state, and other government agencies

· Provides periodic reports to the Mayor on the current state of the department, including recommending and prioritizing needed capital assets and equipment replacements, infrastructure repairs and other improvements

· Participates in ITPO, MPO, TAC, Local Mitigation Strategy, the Tampa Bay Resiliency Coalition, and the Palma Sola Scenic Highway

· Manages and administers the annual 5-year Capital Improvement Plan and budget, prioritizes projects, and adjusts schedule as needed. Determines estimated costs for budgeting purposes

· Experience in, and ability to, manage FDOT Local Agency Program (LAP) projects

· Directs complex projects, including defining scope, selecting consultants, negotiating contracts, amendments and change orders, preparing and monitoring project schedules, and prepares bid specifications for various roadway, Stormwater, environmental, traffic, and other related engineering projects

· Coordinate the inspection of City construction projects to ensure compliance with engineering plans and specifications as well as local, state, and federal requirements

· Investigates and takes corrective actions on drainage, paving, traffic, and lighting complaints

· Manages traffic engineering analysis and application, preparation of speed surveys and the Road Rehabilitation Plan

· Meets with citizens and community groups and appears before the City Commission and advisory boards as necessary

· Administer Right of Way use permitting, abandon and vacate requests

· Participates as a member of the City’s Develop Review Committee, which includes the review and approval of land development applications for development projects

· Performs complex grant management pertaining to capital improvement projects, preparing grant proposals, managing payments, and reimbursement schedules

· Responds to and resolves sensitive and complex inquiries and concerns including requests from the Mayor and elected officials

· Ensures compliance with requirements of the National Pollutant Discharge Elimination System and the Basin Management Action Plan programs

· Quickly resolves illicit discharge issues

· Participates in damage assessment following storm events

· Ensures that improvements and design of City infrastructure support the comprehensive plan

· Supports the Police Chief for traffic engineering

· Provides technical engineering assistance to other departments as needed

· Assists the City Treasurer in the assessment of Stormwater utility assessment

· Provide required Grassy Point annual report

· Provide annual reports to the Southwest Florida Water Management District (SWFMD)

· Acts as the Operations Section Chief to ensure that City infrastructure, roads, utilities (with County coordination) and Stormwater infrastructure is in the necessary condition

· Supports the Logistics Section Chief to ensure the vehicle and facilities maintenance capabilities of Public Works

· May be required to report to City Hall in the event of an emergency

Educational Qualifications:

· Graduation from an accredited college or university with a civil engineering or equivalent degree

· Ten (10) years of experience as an engineer

· Experience in administration for public works projects and/or land development is desirable

· FEMA courses IS-100-C, IS-200-C, IS-700-B, IS-703.B, IS-800.D, ICD-300, ICS-400, G-191, G-402, E/L/G-2300 EOC/PIO, E/L-958 IC to be provided by the City

Special Requirements:

· Must possess a valid state of Florida driver’s license

· License as a Professional Engineer in Florida is preferred

· Certification as a Professional Traffic Operations Engineer is preferred

· May be required to work alternate hours as necessary for the efficient operation of the City

· Must pass a background and motor vehicle check

Physical Requirements:

· Ability to work in all weather conditions, including seasonally hot temperatures and high humidity, on an occasional basis

· Daily routine requires walking, standing, stooping, bending , lifting, and carrying

· Computer work requires manual dexterity using hands and fingers

· The position requires normal visual acuity and reading comprehension; normal hearing; the ability to articulate clearly

Annual salary $95,000 - $135,000 commensurate with experience
