Job Description
Supervises and performs administrative, operational, technical firefighting and EMS activities. The unit of assignment may be that of Field Operations, Public Information, Training, Administration, Communications Center, or other work unit.
Work is performed under the general direction of a Battalion Chief, Assistant Chief, Deputy Chief or Division Manager.
Representative Duties /Assignments
- Plans, directs and coordinates the work of personnel assigned to the unit.
- Supervises and evaluates personnel in emergency, non-emergency, and training settings.
- Plans and coordinates day-to-day training, which may include multi-company training activities.
- Involved in project management as required for special details
- Responds to emergencies, supervises and performs firefighting and EMS activities.
- Responds to requests/complaints from citizens, members of other departments, and co-workers.
- Manages and oversees the maintenance needs of each station.
- Participates in focus groups involving a variety of issues.
- Responsible for administrative functions, including station pre-plans, building inspections, street books, station maintenance, hose records, hydrant records, apparatus needs other than work orders for general maintenance, monthly station inspections and follow-up as needed, etc... (some of these apply to station captains only)
- Assesses and evaluates assigned personnel for all shifts concerning administrative issues.
- Develops programs to enhance career development.
- Prepares or assists in preparing annual budget.
- Develops and writes specifications for the purchasing of equipment.
- Investigates on the job accidents and injuries.
- Reviews workers compensation claims.
- Acts in the position of Battalion Chief as assigned.
- Participates in physical fitness activities to maintain physical conditioning.
- Ensures the completion of station area activities.
- Captain's responsibilities are not limited to the above-described responsibilities, but they shall accept additional responsibilities as prescribed by the Battalion Chief.
Minimum Qualifications
Two years as a bargaining unit Lieutenant as of the promotion process start date.
Paramedic Certification.
A valid Florida Driver's License.
Florida Certification as a Fire Officer II, or Fire Officer I certification attained prior to July 1, 2014.
Must possess 40 college credits in Fire Science, Emergency Medical Services, or related fields from an accredited college or university as listed in 22.7C.
Qualification for specific positions within this rank will be determined based on assignment needs and functions of the position.
Clarification: Candidates receiving training before July 1, 1983 must have certificates for Fire Company Supervision, Parts I, II, III, and IV; Candidates receiving training between July 1, 1983 and May 1, 1985, must have received certificate for Fire Officer I with the following curriculum:
All Candidates receiving training after May 1, 1985 must provide proof of passing State of Florida Fire Officer I test.

Notes
The 2026 Captain Promotional Assessment has been developed with the intent of creating an eligibility list of qualified candidates for anticipated promotions. The 2026 Captain list will be maintained for two years from certification, unless a shorter period of time is agreed to by Orange County and Local 2057.
Based on the Minimum Qualifications listed in the job posting, all Orange County Fire Rescue Department employees who are eligible are encouraged to participate in the promotional process.

SPECIAL INSTRUCTIONS FOR APPLYING FOR CAPTAIN PROMOTIONAL PROCESS:
To apply for the Captain position, employees need to complete an Orange County online application. Employees can log in to see the posting through https://myocportal.ocfl.net/ from a County computer.
For the online application to be considered complete, it must contain - your name, contact information, current OC rank and the required questionnaire section at the end of the online application. To be eligible for promotion, employees in special risk positions, at a minimum, must have successfully passed the Incumbent Physical Ability Test (¿IPAT¿) or have passed the IPAT within the previous twenty-four months. If an employee fails the IPAT, he/she shall have an additional 90 days to pass, and if he/she passes, shall then be eligible for promotion.
Captain candidates must meet the eligibility requirements for participating in the promotional process as specified by IAFF Contract.
Candidates must make the eligibility list as specified by the contract and then be selected by the Chief for promotion from the eligibility list.
All OCFRD personnel are expected to maintain a level of physical fitness consistent with their job assignment.

Portion II- Assessment Center

APPEALS/REBUTTALS FOR THE ASSESSMENT CENTER
The appeal/rebuttal process will be explained in more detail on the day of the test.
The Exam Review Committee, without using the name of the individual appealing or rebutting the item(s), will review all appeals. The decision of the Exam Review Committee is final.
All correspondence including any schedule or location changes will be sent via department IB or candidate's departmental email. It is the individual candidate's responsibility to check their email on a regular basis.
Candidates will be required to attend on their own time. No overtime will be paid.
Required Dress:
Candidates must be in appropriate uniform and grooming standards (Class "C" and grooming as described in SOP 009).
Identification Card:
All candidates must present a valid original picture ID at the Written Test and all Assessment Center Exercises. If you do not present a picture ID, you will not be allowed to participate in the promotional process.
Report Time:
All eligible candidates must be present at the sign-in table prior to the established report time for all the assessments. If a candidate is not in line at the table prior to the established report time, they will not be allowed to continue in this promotional process.
SENIORITY AND EDUCATIONAL POINTS (Article 22.07):
Employees having a passing score on all portions of the promotional test process and who are eligible for the promotional list will have percentage points added to the score for career accomplishments as outlined below. Points must be declared by the job closing date for the promotional process. The method of declaration will be identified in the posting for the job opening or in an official department communication at the time of the posting for the job opening.
Paragraphs A and C are for all bargaining unit employees. Paragraph B is for Operations employees only.
- Up to two (2) points will be added for the first seven (7) years in grade for employees taking the promotional exams. The points will be prorated on a basis of 0.0239 points per month as of the promotional process start date. Points will be based upon the applicant¿s time since attainment of the grade specified in the minimum qualifications for the tested position. For Lieutenant, time in grade will include firefighter and engineer.
- Two (2) points will be added to the score of an applicant who is a locally certified paramedic provided that the local certification has been maintained since the time of obtainment and the applicant declares their intent to use these points as stated above. If an individual has dropped their paramedic certification, they shall not be able to reinstate their certification for testing points within less than two (2) years prior to the date of exam. If these points are utilized, the employee must maintain paramedic to maintain the rank. After ten (10) years a person that has been promoted, may apply to drop their certification and the request will be evaluated on a case-by-case basis.
- Additional points will be added to the score for those taking the promotional exam for one of the following certifications/degrees, provided the applicant declares their intent to use these points as stated above:
Employees possessing more than one degree shall designate, at the time of application, which single degree will be used to calculate the educational points awarded. Degrees from a U.S. Department of Education or Council for Higher Education (CHEA) accredited college or university qualify for the purpose of awarding the higher number of educational points as set forth above.
- The maximum number of points an individual may receive shall be eight (8).

TESTING PROCESS:
The assessment will be based on the duties and responsibilities of the Captain position.
Portion I will consist of a written test. The written test will include items based directly on the study materials list and items related to on-the-job activities that will measure specific applications of job knowledge, department regulations and procedures to real-life situations that are likely to be encountered on the job. There may be a cut score established after portion I to determine what candidates will be eligible to participate in Portion II. Only personnel above the Portion I cut score will be eligible to participate in Portion II.
Portion II will consist of an assessment center that will include three exercises, which will be video-recorded. The exercises included in Portion II are an Oral Tactical Exercise, an Oral Presentation, and Situational Exercise.
The scores for each component will be directly converted, weighted, and combined to formulate each candidate's overall examination score. There are a total of 100 points available in the examination plan, with up to 35 points available for the Written Test and up to 65 points available for the Assessment Center. There are three exercises that comprise the Assessment Center that will be equally weighted: 1) the Oral Tactical Exercise - up to 21.6666 points, 2) the Oral Presentation - up to 21.6666 points, and 3) the Situational Exercise - up to 21.6666 points.
A final Cut Score may be set after both portions and the data is reviewed for the following factors:
- Natural breaks in the data
- Psychometrics of the test
- Distribution of scores
- Utility the test is supposed to serve, i.e. providing an adequate number of candidates for the promotional procedures to serve the County's needs
Whenever a determination is made regarding groups of employees moving on to the next step in the promotional process, this will be done on the basis of score and performance without knowledge of the candidates' identity.
