Position Summary
This position is responsible for overseeing the fire prevention division and performing a variety of professional, administrative, and managerial duties related to fire prevention and public education, technical community risk reduction, fire investigation, plan reviews, site inspections, and other duties as assigned.
Essential Duties And Responsibilities
- Plan, direct, and administer the day-to-day operations of the fire prevention division.
- Respond to emergencies as needed, which include but are not limited to the direct involvement in mitigation, fire investigation, and evidence preservation.
- Schedule and conduct fire prevention and education activities for schools, community groups, and public events.
- Work with building officials to review residential and business plans for fire safety compliance.
- Coordinate, conduct, and document annual business inspections.
- Attend training to achieve and maintain necessary certifications.
- Work closely with the fire department and city personnel to accomplish common goals.
- Research and prepare grants applicable to fire prevention and education.
- Study, analyze, and interpret fire prevention codes, laws, and ordinances.
- Represent the city and serve as a department liaison on various committees and task forces as assigned.
- Maintain a productive working environment which includes, but is not limited to, a spirit of cooperation with co-workers, peers, and the public.
- Perform additional duties as assigned.
Required Knowledge, Skills, And Abilities
- Knowledge of fire prevention, investigation, and inspection techniques; Fire tactics and suppression techniques; Building materials, construction practices, and related mechanical systems; Fire prevention laws, codes, and ordinances; Local and National Building and Fire Codes.
- Skilled in customer service; Working under stress and using good judgement in emergency situations.
- Ability to read and interpret mechanical and building construction plans and specifications; Enforce fire prevention codes and ordinance firmly, tactfully, and impartially; Conduct thorough fire investigations in conformance with legal requirements and procedures; Draft, revise, and render technical interpretations of fire prevention codes and ordinances; Establish and maintain effective working relationships with other employees, law enforcement, municipal officials, builders, business owners, and the general public; Communicate effectively both orally and in writing; Analyze situations and adopt a reasonable course of action; Work irregular hours; Subject to emergency call out 24 hours a day, seven days a week.

The employee is occasionally required to climb, balance, stoop, kneel, crouch, and smell. Employees will also occasionally be required to perform a variety of physically demanding maneuvers and activities during firefighting and rescue operations, including running, walking, stooping, bending, rolling, crawling, climbing, jumping, lifting, carrying, dragging, and safely operating assigned equipment and vehicles. Employees must successfully pass a medical exam after a job offer. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 200 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Functions of the position are generally performed in controlled environments, including the office, vehicles, and outdoor settings. Work is often performed in emergencies and stressful situations. An individual is exposed to loud alarms and hazards associated with fighting fires and rendering emergency medical assistance, including, but not limited to, smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents, and oils.
Emergency response travel is expected in the normal course of performing duties. Many functions of the work can be performed under a variety of unfavorable conditions, including harsh weather, poor or no lighting, extreme temperatures, electrical hazards, and exposure to communicable diseases and blood-borne pathogens in body fluids.
Minimum Qualifications
Education and Experience
Graduation from an accredited university or college with an associate degree in fire science or a closely related field (bachelor's degree preferred) and seven (7) or more years firefighting experience with knowledge in fire prevention, fire investigation, fire code enforcement, hazardous materials management, plans reviews, and community risk reduction, including divisional or departmental management experience, or an equivalent combination of education and experience.

- ICC or IFSAC Plans Examiner (within 1 year)

- NIMS ICS-100, ICS-200, ICS-300
- State of Utah Licensed Advanced EMT or Paramedic
