- The Fire Captain is a volunteer serving in a at-will and non-benefited position. The department does offer volunteer fire suppression personnel a shift stipend as approved by the Board of Directors.
Position Overview
Under general direction of the fire chief or battalion chief, serves as first line supervisor of fire station operations; responsible for personnel, apparatus, facilities, and equipment; provides staff support and assistance in the planning, development and implementation of fire prevention, fire inspection, public education, support services, and emergency operations programs and services; may serve as an emergency ground commander until relieved by a superior officer; and performs other related duties as required.
Examples of Duties

- Responds to emergencies as assigned, including rescues, explosions, and medical emergencies within the area of responsibility and assumes command on the fire ground until relieved by a superior officer.
- Plan, coordinate, assign, direct, and participate in emergency and non-emergency response operations and activities of an assigned shift within a fire station.
- Organizes and directs all training at the fire department and implements training programs as directed, including apparatus and equipment and emergency medical care.
- Maintains fire station records systems to include required station log; completes required periodic reports to include employee evaluations, fire incident reports and monthly reports.
- Organizes and coordinates all fire station operations which may include fire apparatus, public safety vehicles and fire equipment maintenance.
- Direct and participate in equipment and station maintenance, fire prevention, and inspection, and other operational and administrative assignments.
- Assists in the analysis of data regarding fire problems in assigned areas and makes recommendations for correction.
- Directs and coordinates, and supervises personnel in the implementation of inspection, public education, community risk reduction, other programs and work plans.
- Assists in the evaluation, modification, development, and implementation of existing or new programs.
- Coordinates emergency and non-emergency response activities with other departments and outside agencies and organizations.
Typical Qualifications
Volunteers appointed to this position shall be a minimum of 21 years of at time of appointment.
Education And/or Experience
- High School graduation or equivalent or possession of a General Educational Development (GED) certificate is required.
- Three years of service functioning in the positions of fire apparatus engineer.
- Five years overall fire suppression experience in a California fire department.
License Or Certification
- Possession of State of California Firefighter I Certification
- Possess and maintain a valid American Heart Association Basic Life Support (BLS) certificate or equivalent.
- Possess and maintain a valid National Registry and/or California Emergency Medical Technician (EMT) License OR California Title 22 certification.
- Possession of a valid Class A or B California Commercial Driver’s License, or Class C with a Firefighter endorsement

Desirable Certifications
- CSFM Company Officer level classes or ability to obtain within 12 months of hire.
- Associates Degree in Fire Technology, Fire Science, Emergency Management, or closely related field can substitute for one (1) year of experience.
- Firefighter II Certification
- I-300 Certification
- S230/S231 Certificates
Knowledge Of
- Principles, practices, procedures of modern firefighting activities, including but not limited to suppression, prevention, and inspection.
- Pertinent federal, state, and local laws, codes and regulations governing fire safety and the handling and storage of hazardous materials.
- Procedures and equipment used in modern firefighting and emergency response activities.
- Being familiarized with fire prevention and inspection practices as identified in the California Fire Code (CFC).
- Emergency medical services, physical rescue, emergency recognition, and safe operation procedures relating to hazardous materials; overhaul and salvage operations.
Skills And Ability To
- Operate and maintain fire apparatus and equipment.
- Make emergency recognition of hazardous materials problems and institute safe operating procedures.
- Analyze emergency situations and demonstrate efficient and effective thinking and actions; maintain calm and composed demeanor.
- Plan, organize, and direct a variety of fire personnel in training, inspection, and prevention operations.
- Overseeing and participating in emergency and non-emergency response activities.
- Train and supervise fire personnel in area of responsibility.
- Demonstrate physical endurance, agility, strength, and stamina in the performance of hazardous tasks under emergency conditions.
- Operate modern office equipment, such as a personal computer and software programs relevant to work performed to prepare reports and correspondence.
- Interpreting and applying federal, state, and local policies, laws, and regulations.
- Communicate clearly and concisely, orally and in writing.
- Understand and follow oral and written instructions.
- Establish and maintain cooperative and effective working relationships with all levels of District staff and volunteers, community organizations, and the public

Probationary Period
Personnel appointed to this classification shall complete a minimum of one (1) year of probation from date of appointment. Fire Captains shall be evaluated at the one-year mark through an appraisal process to determine their suitability and capabilities to perform the full ranges as described in this classification. A Fire Captain who does not successfully complete their probation period may have their probation extended or could be demoted to the position of fire apparatus engineer, or appointed from outside the organization as a Fire Captain separated from the department.
Annual Evaluation
On or near the appointment anniversary date of the volunteer Fire Captain shall be evaluated by their immediate supervisor to identify areas the firefighter excels at or needs improvement in. All firefighter shall complete an annual skills evaluation to ensure that volunteers are appointed to this classification for perform the essential functions of this position.
