Responsibilities
- You will serve as the Training Manager for the Urban Search & Rescue (US&R) System and South Carolina Helicopter Aquatic Rescue Team (SC-HART) in support of Emergency Support Function (ESF) 4 & 9.
- You will provide program management for training and operational readiness.
- You will manage the training and education of the members of SC-TF1 and assist the five regional US&R teams.
- You will lead, develop and coordinate the training and exercises for SC-TF1 and SC-HART.
- You will manage the training of the US&R system relative to data collection and the database management of training records.
- You will ensure equipment, supplies, and curriculum meet current US&R standards.
- You will recommend and develop operational and program policies and procedures.
- You will deploy to emergency scenes and large-scale disasters as part of SC-TF1, SC-HART, SC-IST, CLEAR Team and FFMOB.
- You will serve as a Training Manager on SC-TF1 and SC-HART, during training, events/exercises, and incidents and may serve as a member on the IST when not deployed.
- You will perform other duties as assigned including mentoring and training personnel, preparing correspondence and reports, making budgetary and purchasing recommendations, assessing the efficiency and effectiveness of the program, and implementing needed changes.
Minimum Qualifications
Minimum and Additional Requirements
- A bachelor's degree and relevant program experience.
- A combination of education, relevant training, and/or experience may be considered in substitution for the bachelor's degree, upon approval of Human Resources.
- MANDATORY REQUIREMENT: Possesses or can obtain within twelve (12) months of employment a Commercial Driver’s License (CDL) and can meet all Department of Transportation (DOT) guidelines).
Preferred Qualifications
- Five years of progressively responsible experience in training program development, delivery, and evaluation within the fire service, technical rescue, or emergency management field.
- Must be able to drive a state vehicle.
- Must have a valid driver's license and 10-year MVR that comply with State and Agency Fleet guidelines.
- Required to lift, carry, move, and position objects weighing over 50 lbs.
- Requires emergency, daily, and some overnight and weekend travel. Holiday work may be required.
- Must be able to work in inclement/hazardous and austere environments for an extended period of time.
Other Requirements
- Extensive knowledge of the US&R training requirements, NFPA standards, and credentialing systems.
- Skilled in developing and coordinating large-scale training exercises, curriculum, and evaluation programs.
- Strong organizational and project management abilities, with the capacity to manage simultaneous training initiatives statewide.
- Ability to foster partnerships with state agencies, local jurisdictions, and federal partners.
- Excellent written and oral communication skills, including the ability to brief senior leaders and prepare official reports.
- Ability to work under pressure during activations and coordinate the training readiness of multiple disciplines. Follows US&R guidelines
