About The Public Works Department
The City of Stockton’s Public Works Department is comprised of three (3) engineering sections:
Capital Improvement Program (CIP), Operations and Maintenance (O&M), and Traffic. These sections work collaboratively to plan, design, construct, and maintain the City’s essential infrastructure.
- Capital Improvement Program (CIP) Section The CIP Section manages and delivers a diverse portfolio of infrastructure projects that enhance the City’s transportation and utility systems. Projects include street and roadway improvements, bridges, traffic signals, pedestrian and bicycle facilities, sanitary sewer systems, storm drainage systems, City facilities, and other capital infrastructure.
- Operations and Maintenance (O&M) Section The O&M Section is responsible for the evaluation, rehabilitation, and maintenance of the City’s infrastructure assets, including facilities, parks, roadways, curbs, gutters, sidewalks, lighting, traffic signal systems, and bridges. Engineers in this section prioritize maintenance needs and collaborate closely with other Public Works engineering teams to ensure efficient and effective infrastructure management.
- Traffic Engineering Section The Traffic Section delivers projects and programs focused on improving traffic safety and mobility for vehicles, pedestrians, and freight. This section manages the City’s Traffic Management System, including traffic signals, video cameras, and fiber optic networks. The Traffic team manages and delivers transportation related capital improvement projects. It also provides engineering review for development projects and stays at the forefront of Smart City technologies and emerging traffic engineering trends.
Current Opportunities
The City of Stockton is recruiting to fill a
Junior Engineer position within the Public Works Department Traffic Division.
This position offers the opportunity to gain hands-on experience supporting meaningful public infrastructure projects while working alongside experienced engineering professionals.
Work Schedule
Incumbents Will Work a 9/80 Schedule
- Monday through Thursday: 7:30 a.m. – 5:30 p.m.
- Friday: 8:00 a.m. – 5:00 p.m.
- Alternating Fridays off
Incumbents in this position are included in the Civil Service system, in a “for cause” employment status, and are represented by the Stockton City Employees’ Association (Classified/Represented).
Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.
Under general supervision, performs a variety of professional civil engineering of a routine to complex nature, including development review, design, and/or inspection of public works projects; performs related duties as assigned.
CLASS CHARACTERISTICS
This is a deep class in which incumbents may be assigned to any level, provided that they possess the required education, license and experience, and successfully demonstrate proficiency which meets the qualifications for the class to which they are to be assigned. In addition, incumbents may be assigned to a comparable level in the Project Manager series, Public Works Inspector class, or Survey Supervisor class, provided that they possess the required education, license, and experience and successfully demonstrate proficiency which meets the qualifications for the class to which they are to be assigned. This class is distinguished from the Senior Civil Engineer in that the latter has overall responsibility for a section of the Engineering Division.

Qualifications
Education/Experience:
Possession of a Bachelor's degree from an accredited four (4) year college or university with major course work in civil engineering or a closely related field.
OR
Current enrollment in the last two (2) semesters/three (3) quarters of a Bachelor's degree program in an accredited four (4) year college or university with major course work in civil engineering or a closely related field with a minimum of 30 or less units needed to fulfill graduation requirement. Candidates will be placed on the eligible list and certified in accordance with Civil Service rules subject to the candidate presenting proof of graduation by way of official transcripts or actual diploma prior to the official hire date.
OR
Possession of a valid California Engineer-In-Training Certificate (EIT) or Land Surveyor-In-Training Certificate (LSIT).
Other Requirements
- Must possess a valid California driver's license.
- Specified positions may require a willingness to work out of doors in all weather conditions and physical strength to lift and carry equipment weighing up to 60 pounds.
The Examination
Applicants who qualify in terms of relevant work experience and education,
that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include a training and experience evaluation and/or a written or oral examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
