Position Overview
We are seeking an experienced IT Project Manager / Project Lead to manage multiple agency-wide technology initiatives from planning and procurement through implementation, migration, archival, and retirement of legacy applications.
The ideal candidate will have strong experience managing complex projects using both Agile and Waterfall methodologies, with expertise in strategic planning, risk management, resource management, change management, and budget planning.
Key Responsibilities
- Lead multiple IT projects simultaneously from initiation through successful delivery.
- Manage projects through solicitation, vendor selection, contract negotiation, acquisition, implementation, migration, archival, and legacy system sunset.
- Develop and maintain project plans, schedules, milestones, deliverables, and project documentation.
- Manage project scope, timelines, resources, budgets, risks, dependencies, and issues.
- Apply both Agile and Waterfall project management methodologies and promote industry best practices.
- Develop strategic plans and technology roadmaps aligned with organizational objectives.
- Identify project risks and develop mitigation and contingency strategies.
- Coordinate technical teams, business stakeholders, vendors, sponsors, and agency leadership.
- Conduct project status meetings, reviews, and stakeholder presentations.
- Prepare project status reports, executive updates, and project documentation.
- Ensure project deliverables remain on schedule, within scope, and aligned with business objectives.
- Drive change management and facilitate resolution of project issues.
- Identify opportunities for process improvement across project delivery and methodology.
- Maintain accurate project documentation throughout the complete project lifecycle.

- Facility/Space Needs initiatives supporting future workforce growth and operational efficiency
Required Qualifications
- 5+ years of IT project management experience.
- 3+ years of experience managing projects using both Agile and Waterfall methodologies.
- 3+ years of strategic planning and roadmap development experience.
- 3+ years of risk management experience.
- 3+ years of resource management experience.
- 3+ years of change management experience.
- 3+ years of budget planning experience.
- Bachelor's degree in Business Management, Information Technology, or a related field.
- Experience managing large projects with moderate complexity and risk.
- Strong interpersonal, collaboration, presentation, and facilitation skills.
- Strong analytical, problem-solving, organizational, and communication skills.
- Ability to work independently while collaborating effectively with diverse technical and business teams.
Required Certification
- PMP, PMI-ACP, or CSM certification, or currently in the process of obtaining certification.
Preferred Qualifications

- Financial principles
- Accounting principles
- Mortgage industry/principles experience
Work & Candidate Requirements
- Fully onsite in Columbia, SC.
- Candidate must currently reside in South Carolina.
- No relocation candidates permitted.
- Candidate must be available for one round of onsite interviews.
- Potential contract extension based on project completion.
- Interview availability requested beginning 09/14/2026, preferably between 2:00 PM and 5:00 PM.
