Position Summary
CRS is seeking an experienced Certified Floodplain Manager (CFM) to support floodplain management, regulatory compliance, mitigation planning, and community resilience initiatives. This fully remote contract role will serve as a technical resource for floodplain regulations, FEMA National Flood Insurance Program requirements, flood risk reduction, and sustainable development practices.
The ideal candidate will have strong knowledge of FEMA’s National Flood Insurance Program (NFIP), Flood Insurance Rate Maps, local floodplain ordinances, permitting requirements, mitigation strategies, and stakeholder coordination. This role requires someone who can interpret technical floodplain information, communicate clearly with government partners and community stakeholders, and maintain accurate documentation in support of compliance and program goals.
Key Responsibilities
- Serve as a subject matter expert on floodplain management, FEMA NFIP requirements, and applicable local, state, and federal regulations.
- Consult with local authorities, government agencies, and project stakeholders regarding floodplain ordinances, permitting, compliance, and mitigation requirements.
- Review development proposals, site plans, and permit applications to determine compliance with NFIP standards and local floodplain management requirements.
- Interpret and apply FEMA Flood Insurance Rate Maps, hydrological data, topographic information, and other technical resources related to floodplain analysis.
- Provide technical guidance to developers, property owners, community officials, and internal project teams.
- Maintain detailed and accurate records related to permits, inspections, determinations, correspondence, and floodplain management activities.
- Support the development and implementation of floodplain management plans, mitigation strategies, and resilience initiatives.
- Coordinate with FEMA, state agencies, local jurisdictions, and other partners to address floodplain-related issues and compliance needs.
- Assist with the preparation, maintenance, and organization of documentation related to the Community Rating System (CRS).
- Support outreach and education efforts related to floodplain awareness, mitigation best practices, flood safety, and regulatory compliance.
- Track project deliverables, deadlines, documentation requirements, and compliance activities in a remote work environment.
- Provide clear written summaries, reports, recommendations, and technical explanations as needed.
Required Qualifications
- Active Certified Floodplain Manager (CFM) certification required.
- Strong working knowledge of FEMA’s National Flood Insurance Program and floodplain management regulations.
- Experience reviewing floodplain development permits, site plans, floodplain determinations, or related compliance documentation.
- Ability to interpret FEMA Flood Insurance Rate Maps, flood zones, elevation data, and related hydrological or topographic information.
- Strong written and verbal communication skills, with the ability to explain technical information to non-technical audiences.
- High attention to detail and ability to maintain organized, accurate records.
- Ability to work independently in a fully remote environment while meeting deadlines and maintaining communication with project stakeholders.
- Valid driver’s license required.
Preferred Qualifications
- Bachelor’s degree in Civil Engineering, Environmental Science, Urban Planning, Emergency Management, Public Administration, Geography, or a related field.
- Experience working with local government, emergency management agencies, planning departments, environmental services, or disaster recovery programs.
- Experience supporting FEMA, state, or federally funded mitigation or resilience programs.
- Familiarity with GIS software and mapping tools used for floodplain analysis.
- Experience with Community Rating System documentation, audits, or program support.
- Knowledge of hazard mitigation planning, land use planning, stormwater management, or disaster recovery compliance.
Work Environment
This is a fully remote contract position. The role may require participation in virtual meetings, coordination with multiple stakeholders, document review, technical writing, and independent project work. Candidates must be comfortable managing deadlines, communicating proactively, and working in a mission-driven environment where accuracy, responsiveness, and professionalism are essential.
