Under the direction of the Director of Employee Relations, Conducts research, analyzes data, manages Human Resources data administration and reporting and provides oversight for department technology initiatives. Provides consultative, technical and professional support and expertise in variety of areas including various Employee Relations programs with a focus on direct and indirect compensation.
Minimum Qualifications
- Bachelor’s Degree in Business Administration, Public Administration, or a related field AND
- Three years experience in program evaluation and systems/process analysis.
OR
- Masters degree Business Administration, Public Administration, or a related field AND
- One year of experience in project management to include program evaluation and systems/process analysis.
OR
- A combination of related education and experience to equal 7 years.
Preferred Education Beyond Minimum Qualifications
- CCP and/or CEBS certification
- PHR/SPHR certification
- Master’s degree in Human Resource Management, Industrial Relations or related field
Duties & Responsibilities

- Coordinates established programs, including overseeing project and budget management, communication, logistics, policy and/or guideline interpretation and reinforcement, basic troubleshooting and reporting.
- Completes benchmarking reports and surveys and conduct total compensation research and analysis.
- In consultation with management, develops written materials ranging from memos, promotional material, training and educational material reports, proposals to meet programmatic needs or objectives.
- Consult with, counsel and advise managers on policies and procedures; review sensitive and confidential issues; recommend problem resolution based on problem analysis and application of past experience.
- Coordinates the Biennial Salary Survey and data analysis and prepares State Pay Equity Report
- Conducts research and analysis utilizing various research tools and methodologies to gather, assess, synthesize and interpret academic findings, professional best practices and organizational data.
- Serve as the technology/business process resource. Review, finalize and administer all technology contracts and in collaboration with section management, establish technology outcome measures and evaluate progress. When requested serves as point person for IT developed technology.
- Develops annual technology and reporting priorities and prepares/updates the ER Technology Plan and related priorities and maintains annual technology plan. Partners with Information Technology to ensure that technical solutions implemented in Employee Relations are compatible and consistent with the technical direction of the County and ER department strategies.
- Collaborate with section management on the content, design, development, and implementation of the Employee Relations web site. Ensure compatibility with established formats and applicable policy. Lead web site enhancement/improvement process with internal ER web team. Provide all proposed changes to ER Director for approval.
- Ensure systems and procedures are in place to maintain integrity of ER databases. Develops and manages all department reporting and data development, including position control reports, Saratoga data, Balanced Scorecard data, annual budget data, department operational reporting and management reports. Coordinates with sections to identify reporting needs and develops standardized reports from key systems. Creates custom reports as needed.
- Supports department strategic planning by developing project plans, entering initial data, updating the plan as necessary, developing progress reports, analyzing results against plan and producing summary reports

WORK ENVIRONMENT:The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table in an adequately lighted and climate controlled office. Some mobility may occur in the course of a normal workday in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as briefcases, notebooks, and data processing reports. May require occasional travel.
