Plans, manages and oversees the operation of the County’s transit and para-transit systems.
- Manages human resources functions of the division including, but not limited to, recommending selection, assignment, scheduling, interviewing, hiring, merit increases and discipline of division employees.
- Supervises and evaluates the performance of Transit staff, contractor(s) and responds to inquiries concerning performance of staff.
- Manages and provides oversight of transportation budgets, contracts, agreements, vendors and ensures compliance with all applicable provisions.
- Plans, coordinates, administers and evaluates transit programs, projects, systems and service offerings.
- Formulates, recommends and implements strategic direction for the Okaloosa County Transit systems.
- Prepares long range operating and capital forecasts.
- Prepares and executes the annual division budget.
- Ensures compliance with Federal, State, and Local laws, regulations, codes, grant assurances, and/or standards.
- Identifies, defines and develops funding sources to support existing and planned program activities; seeks funding sources by writing and submitting appropriate grant applications for funding operations, vehicles, facilities and equipment procurement.
- Coordinates with Florida Department of Transportation (FDOT) and Federal Transit Administration (FTA) on application and administration of state and federal transit grants and other transportation programs. Responsible for all FTA/FDOT reporting, audits, reviews, etc.
- Prepares and executes all reports as required by funding sources.
- Develops, establishes and maintains procedures and policies for Transit functions.
- Serves and staffs a variety of internal and external committees, task forces, and other agency committees to secure advocacy and influence support for programs and ideals.
- Collaborates with internal departments and other organizations to promote organizational effectiveness, awareness and public relations.
- Develops complex reports and correspondence.
- Responds to requests for information and provides subject-matter-expert guidance to other departments, consumers, the general public, and/or outside agencies.
- Evaluates and communicates the impact of potential legal or regulatory changes on the organization.
- Responds to emergency situations during and after standard hours and on holidays to resolve immediate safety concerns.
- Performs other duties as assigned. Education, Training and Experience: Bachelor’s degree in transportation planning, logistics, engineering, business or public administration or closely related field; supplemented by a minimum of seven (7) years progressively responsible management experience in public or private transit systems, transit operations or transportation planning, three (3) of which shall be in a supervisory/management capacity, preferably in a transit/transportation related environment; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Working knowledge of Department of Transportation (DOT) and Federal Transit Administration (FTA) regulations, funding and reporting required. Licenses and/or Certifications: Requires a valid driver’s license. Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines and related peripherals. Must be able to exert 20 to 25 pounds of force occasionally, or 10 to 25 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects. Requires periodic walking and standing, with occasional bending and stooping. Physical demands are essentially those of sedentary work. Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
