Minimum Qualifications
LOCATION OF POSITION TO BE FILLED: TN DEPARTMENT OF ENVIRONMENT & CONSERVATION, DAVIDSON COUNTY
SUMMARY: Under general supervision, performs managerial and supervisory work of average difficulty in assisting the director in the operations of the recreation and education services division; and performs related work as required.
DISTINGUISHING FEATURES: The employee in this class assists in directing the activities of the recreational education services division of the Department of Environment and Conservation. This involves assisting the director in the overall management of services, coordinating with program areas in the development of goals and objectives, and providing on-going supervision of program staff.
This class differs from that of the Recreational Services Coor in that the incumbent of the latter supervises a section.
This class differs from that of Recreational Services Dir in that an incumbent of the latter exercises full direction over all division activities.
Other Requirements
- Manages recreational education services staff: interviews and hires personnel for unfilled positions within the division; develops job plans for coordinators and managers to describe work expectations; approves new or revised job plans submitted by supervisors for subordinate staff; approves time sheets and expenditure requests; conducts employee performance evaluations to provide feedback on job performance; issues work assignments to the clerical and administrative support staff; assists with work assignments by explaining operating procedures; reviews and edits staff reports and other documents that are to be submitted to executive officials.
- Manages the day to day operations for all sections within the recreational education services division: oversees all processes related to the grant, planning, and technical assistance sections; determines staff training needs by reviewing employee performance evaluations and through staff discussions; assists the director with establishing divisional policy and procedures; evaluates the goals and objectives of the division by comparing annual management plans against progress reports; coordinates staff meetings between the different sections to disseminate information regarding operating procedures or to resolve division problems; authorizes all expenditures to monitor the divisional budget; creates expense and revenue forecasts to prepare budget reports for the division.
- Manages the services of the recreational education grant programs: scores and ranks all grant applications received by the division based on the grant rating guidelines; develops and maintains the grant contracts for all stipends awarded; authorizes the disbursement of grant funds issued to recipients; approves any grant contractual changes (e.g. a request for a budget amendment); ensures administrative support staff properly maintain all files by reviewing grant recipients' records for accuracy; reviews grant manuals and guidelines for errors and revisions.
- Manages all proposed plans for state owned parks or recreation systems developed by the planning section: ensures the plans include content that conforms to federal regulations and meet state objectives; approves the time frame for the plans to be carried out so that all federal deadlines are met; modifies plans when deadlines are not met in order to adjust plans within constraints of the remaining resources; reviews environmental surveys for all state park or recreation systems to verify that surveys are complete and correspond to proposed plans.
- Oversees the processes related to all recreation technical services within the division: ensures the procedures the division designed to aid in developing a recreation project adhere to state and federal park and recreation laws; reviews reports submitted by supervisors to ensure that staff are responding appropriately to requests from clients, maintaining all assessment materials, and conducting evaluations for quality of services; verifies that project inspection reports meet and maintain state and federal compliance; supervises the selling of property that was once a park or recreation site established with federal grant funds to address land management issues.
- Initiates and directs the development of special park or recreation projects: communicates with stakeholders to outline the goals and objectives; identifies resources for funding; formulates a project budget plan; describes needed materials, equipment or personnel to justify expenditures; compares expenditures to budget allocation to ensure project can be funded; establishes various committees based on project objectives and topics to be addressed; oversees project operations such as participant registration; secures the location or site for the event and activities to take place; obtains necessary materials and speakers needed for the event or activities; lists a summary of project content and a schedule of all activities.
- May serve as an expert witness in court to provide testimony on technical issues related to an agency's recreation delivery system: answers inquiries from legal counsel; interprets state and federal guideline requirements for recreation system compliance; defines the extent to which non-compliance issues relate to particular outcomes (e.g. injuries, disability discriminations); identifies possible reasons for program or equipment failure; reports findings from previous on-site evaluations.

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in one or a combination of the following: park resources, recreation, or leisure services and experience equivalent to four years of professional work in the areas of parks, recreation, and/or leisure services, two of which must include developing recreation delivery systems; and/or supervising or managing park, recreation, or leisure programs.
Substitution of Graduate Education for Experience: Additional graduate course work credit received from an accredited college or university in one or a combination of the following: park resources, recreation, or leisure services may substitute for the required experience on a year-for-year basis to a maximum of two years (e.g. 36 graduate quarter hours in one or a combination of the above listed fields may substitute for one year of the required experience, there being no substitution for the specialized experience).
Substitution of Experience for Education: Any parks, recreation, or leisure services experience may substitute for the required education on a year for year basis to a maximum of four years (e.g., experience equivalent to one year of full-time work in one or a combination of the above listed fields may substitute for one year of the required education).

Education and Experience: Graduation from an accredited college or university with a associate's degree in one or a combination of the following: park resources, recreation, or leisure services and experience equivalent to five years of professional work in the areas of parks, recreation, or leisure services, two of which must include developing recreation delivery systems; and/or supervising or managing park, recreation, or leisure programs.

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to five years of professional work in the areas of parks, recreation, and/or leisure services, two of which must include developing recreation delivery systems; and/or supervising or managing park, recreation, or leisure programs.

- Leave earned in excess of the maximum allowable days will be transferred to the employee's sick leave account annually on the employee's anniversary hire date.
- Sick Leave All full-time employees accrue 1 day (7.5 hours) of sick leave per month, provided they work the major portion of that month.
- Bereavement Leave Leave with pay is granted for three days in the event of the death of an employee's spouse, child, stepchild, grandchild, parents, grandparents, siblings, stepparents, foster parents, or parents-in-law without charge to the employee's leave time. Two additional days of sick leave may be granted to provide a total of five days absence for this purpose.
- Family Medical Leave Allows up to twelve work weeks of leave* each year to eligible employees for certain family and medical reasons. Continued health insurance coverage is provided during the leave period, and the employee is reinstated to the same or an equivalent position once the leave period has ended.
- Leave may or may not be paid leave, depending on individual employee's leave balances for earned leave.
- Parental Leave Parental leave is an absence from work granted any employee who has been employed in state service for at least 12 consecutive months as a full-time employee. Parental leave is a combination of sick, annual, or special leave without pay for a period not to exceed four months following the birth of a child.
- Military Leave Granted in accordance with applicable state and federal laws, rules and regulations.
- Holidays Each year, full-time state employees receive 11 holidays off with pay.
- Retirement State employees are automatically members of the Tennessee Consolidated Retirement System . (TCRS) Employees must accrue 5 years of creditable state service to be vested (guaranteed retirement benefits when age requirements are met). Vested members of TCRS become eligible for service retirement upon completion of 30 years of creditable service or upon attainment of age 60.
- Deferred Compensation Employees may choose to make pre-tax contributions to a variety of investment options through the 401(k) plan or the 457 plan. A minimum $20 monthly contribution is required to participate in the plans. For the 401(k) plan, the state will match the $50 per month minimum contribution. The $50 match policy is evaluated on an annual basis.
- Flexible Benefits Plan Under this program certain specific expenses (e.g.,medical and dental insurance premiums, medical expenses, dependent day care expenses) can be deducted from an employee's paycheck prior to taxes, resulting in a lower taxable income level.
- Higher Education Fee Discounts and Waivers A 25% discount on undergraduate tuition at any state operated institution of higher learning in Tennessee is available to children 23 years of age or under of full time state employees. In addition, full-time state employees with six months of continuous service are eligible to have tuition fees waived for one course per semester at a state institution.
