Position Overview
We are seeking a FEMA PA Project Formulation Lead to oversee and manage the project formulation function for the FAAST Program. This role serves as the operational, technical, and compliance lead responsible for ensuring all Project Worksheets (PWs) are strategically developed, fully compliant, and ready for FEMA obligation.
The Lead will manage daily team operations, guide formulation strategy, and serve as the primary interface between the formulation team, program leadership, and FEMA to ensure efficient and successful project delivery.
This is a leadership role requiring deep expertise in FEMA PA, including hazard mitigation, BCA, cost validation, and project structuring.
Key Responsibilities
Team Leadership
- Lead and manage the daily operations of the project formulation team
- Supervise and manage a team of formulation specialists
- Assign workload and ensure consistent output quality
- Monitor production timelines and deliverables
- Allocate resources to ensure efficient and optimal operation of the formulation process
QA/QC Authority
- Conduct final review of all PWs before submission
- Validate:
- PW package completeness
- Overall quality
- Scope eligibility
- Cost reasonableness
- Ensure alignment between damage, method of repairs, scope, cost, and FEMA policy
Mitigation & BCA Strategy
- Oversee the integration of Section 406 hazard mitigation opportunities.
- Oversee and validate BCA development and applicability
- Determine when mitigation strategies are justified and defensible
Advanced Project Structuring
- Guide and review the development of:
- Project Amendments
- Improved Projects
- Alternate Projects
- Cost share considerations
Cost Estimation Oversight
- Oversee the correct integration of estimates under FEMA standards
- Ensure costs are supported, and eligible
FEMA Readiness & RFI Strategy
- Anticipate FEMA review issues and resolve gaps proactively
- Lead strategy to avoid RFIs and resolution for complex RFIs and FEMA coordination
FEMA Coordination & Client Engagement
- Participate in meetings with clients and key stakeholders
- Collaborate directly with FEMA in the coordination and advancement of projects toward obligation
- Lead strategy for responding to complex RFIs and FEMA feedback
Required Qualifications
- Extensive experience with FEMA Public Assistance (PA) Program
- Demonstrated experience:
- Leading PW development efforts
- Leading PW development efforts
- Supporting successful FEMA obligation
- Strong expertise in:
- Project Scope integration
- Hazard mitigation (406)
- Benefit-Cost Analysis (BCA)
- FEMA policy and eligibility interpretation
Proven ability in:
- QA/QC leadership
- Resource planning and team management
- Stakeholder coordination
Preferred Qualifications
- Civil Engineering, Architecture, or related technical background
- Experience in Puerto Rico PA disaster recovery FAAST program.
- Experience managing large project portfolios (buildings, infrastructure)
- Experience in managing teams and personnel supervision
- Demonstrate a high rate of successful project obligation
- Consistent quality and performance across the formulation team
- Strong alignment between technical scope and FEMA compliance
Pay: From $40.00 per hour
