Job Summary
The Clayton State University Administrative Sergeant will report to the Deputy Chief of Police.The position is shift-work and may require working nights, weekends, overtime, rotating shifts, and holidays.Work assignments may include any campus location dependent on department needs.
This is regular or special detail police work in protecting life and property on the university campus. Work involves professional response to the need for the prevention and detection of crimes, and for generally maintaining law and order. Work also involves patrolling assigned areas, traffic enforcement, accident reporting, and criminal investigations. Assignments are received from superior officers and are carried out under established policies and procedures. However, employees will exercise quick, independent, and sound judgment and display initiative in applying work methods to emergency situations which arise when superior officers are not immediately available. Work is reviewed through conferences, written reports, inspections, and observation of results obtained.
The administrative sergeant maintains the department fleet and inventory, administers the department training program, conducts criminal investigations, fulfills record requests, reviews reports, and supports patrol operations by providing support and shift coverage. Considerable independent judgment, initiative and understanding must be exercised in interpreting orders, rules and regulations and in meeting emergency situations. Work is performed in accordance with established rules, regulations and instructions from superior officers who review the work through reports, conferences and observation of police efficiency. The administrative sergeant must be able to work any shift assigned.
The administrative sergeant will serve in an on-call capacity providing advice to on duty personnel or responding to campus to lead an investigation.The administrative sergeant will assist in the administration of public safety for the University campus in accordance with policy and all federal, state, and local municipal laws.

Responsibilities

- Act as the department fleet manager, coordinating fleet assignments, purchases, and repairs.
- Fulfill records requests, including case file requests from prosecutors, open records requests, and requests from campus stakeholders, where appropriate.
- Act as department quartermaster and maintain inventory records on department property, including firearms, other weapons, vehicles, uniforms, and duty gear.
- Serve as the primary investigator on criminal cases that are beyond the knowledge, skills, and resources of on-duty patrol personnel.
- Provide guidance and direction in criminal matters to on-duty shift personnel when needed
- Respond to campus to lead criminal investigations for significant incidents, such as violent felonies or other complex and sensitive criminal incidents.
- Assist the hiring manager with background investigations for candidates.
- Coordinate the execution of arrest and search warrants for the department on or off campus in accordance with applicable policy and state and federal law.
- Conduct investigations into incidents, crimes, or complaints on campus; gather evidence; interview witnesses; and collaborate with other law enforcement agencies as needed to resolve incidents.
- Assist patrol operations with shift coverage when needed, including serving as interim shift sergeant in the absence of other patrol supervisors.
- Operate a motor vehicle during both day and night, including in emergency situations involving speeds in excess of posted limits, congested traffic, and unsafe road conditions caused by factors such as rain, ice, and snow.
- Respond promptly to non-emergency and emergency calls for service, accidents, and incidents while providing assistance, coordinating with emergency services when necessary, and taking appropriate action to ensure the safety and well-being of individuals and property.
- Enforce campus policies, regulations, and applicable laws by issuing warnings, citations, or making arrests (forcibly if necessary), while ensuring the fair and respectful treatment of all community members.
- Exercise independent judgment in determining when reasonable suspicion exists to detain, when probable cause exists to search and arrest, and when force may be used and to what degree.
- Perform rescue functions at accidents, emergencies, and disasters, including directing traffic for long periods of time; administering emergency medical aid; lifting, dragging, and removing people from danger; and securing and evacuating people from designated areas.
- Build positive relationships with members of the community through outreach initiatives, educational programs, and collaborative efforts aimed at promoting safety, awareness, and trust to reduce risks and enhance the overall safety culture of campus.
- Maintain accurate and complete reports of daily activities, incidents, arrests, and other relevant information using appropriate forms, reports, and databases, ensuring compliance with legal requirements and department policies and procedures.
- Participate in ongoing training programs, workshops, and certification courses to enhance job knowledge, skills, and readiness for handling various situations and staying abreast of best practices in law enforcement and campus security.
- Comply with Campus Security Authority responsibilities under the Clery Act.
- Perform other duties as assigned.
Required Qualifications
- Possess a high school diploma or its equivalent
- Be at least 21 years of age
- Be a citizen of the United States
- Possess a valid Georgia driver's license
- Have no felony or other disqualifying criminal convictions
- Possess a Georgia POST Basic Law Enforcement Certification or ability to receive one within one year of employment
Preferred Qualifications
- Possession of a current Georgia POST Council Basic Law Enforcement certificate in good standing is preferred.
- Possession of advanced or specialized Georgia POST Council training certificates is preferred.
- Possession of a bachelor's degree in criminal justice, business administration, public administration, or closely related field.
