Summary
Improve the on-site safety management and guarantee the safety of the SECL employees by adopting corporate safety policies through safety management activities and maintenance of the ISO certification
· Manage safety infrastructure (manpower, system, equipment, etc.)
· Establish and check the site safety management standards and provide training programs
General Characteristics:
Oversee all HSE activities at the site, MANAGE HSE personnel, ensure adherence to safety standards, project specifications, and construction schedules, develop and maintain project schedules, identify and resolve project issues, maintain accurate project documentation, and manage project budgets.
Role and Responsibilities:
- Develop and implement HSE strategies and programs to achieve the company's safety objectives
- Manage and oversee the HSE department and staff on the site
- Manage compliance with local and national regulations and policies
- Evaluate and analyze data related to safety performance
- Lead and implement safety procedures and policies
- Provides specialized safety input to engineering, construction, and subcontracts, thus ensuring that safety requirements are properly integrated into project planning, design criteria, construction plans, specifications, and subcontracts
- Participates in meetings, as required, with the client, project team members, and subcontractors to advise them of specialized safety and health requirements that may affect project design, construction schedule, and cost.
- Create, evaluate, educate, and administer the HSE program to all levels of employees
- Create, evaluate, and administer company policies and procedures concerning HSE matters
- Manage regulatory requirements to guide project management
- Manage and maintain communications with client representatives and project staff through meetings
Qualifications
Education:
- Bachelor's degree in safety engineering, environmental engineering, or a related field.
-NEBOSH and IOSH
Experience:
- 15+ years of experience in construction projects (from project starts to completion)
- Expert knowledge of project specifications and standards, and medium to large-sized project experience
- Experience in oil/gas/petrochemical or power plants as a manager
- Engineering & Construction Company working experience
-OSHAS 18001 Auditing, CSR Safety, Incident Investigation, ISO 45001 Auditing.
-Confined Space Management & Rescue, Root cause analysis, COMET,
-Work Safety height analysis, Spill Response Management,
Knowledge:
- Competent knowledge of HSE
- Knowledge in performing ERT Member for incident/accident situations, chemical spill, fire, working at height, Confined Space vessel horizontal & vertical search and rescue.
- Knowledge of PSSR, pre-start-up safety review assessment, plant operation, and shutdown.
- Knowledgeable in documentation and presentation.
- Good management and leadership skills with a responsible attitude.
- Proficient with MS Word, Excel, and PowerPoint Presentation applications.
