POSITION SUMMARY: Under general supervision of the J&R Director, plans, prepares, and performs emergency management, homeland security, and disaster prevention, protection, mitigation, response and recovery activities and projects; formulates and implements policies and procedures; ensures compliance with applicable tribal code, state, federal and other relevant guidelines and requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for the development and utilization of a variety of comprehensive emergency, homeland security, and disaster policies and procedures for prevention, protection, mitigation, response and recovery from disasters that affect the Southern Ute Indian Reservation.
- Identifies, applies for and administers grants for emergency management and public safety related activities and projects.
- Works in coordination with the Executive Office and a variety of department directors, staff, and relevant outside agencies to coordinate actual or potential preparedness and response efforts for emergencies, disasters and terrorist events. Shall locate and coordinate critical resources.
- Conducts regular assessments of the Tribe’s Search and Rescue, All Hazard Mitigation, and Emergency Operations Plans to include the identification of risks and hazards.
- Works in coordination with staff and departments to ensure an adequate inventory of PPE, and other emergency management equipment and resources is maintained and operational.
- Monitors local, regional, and nationwide events and conditions providing information and notification to the chain of command and necessary contacts when a level of threat or danger for the Tribe becomes apparent. Shall issue alerts and warnings through established Tribal notification frameworks.
- Functions as the coordinator of the Tribal Incident Management Team (IMT) and will serve on the Emergency Operation Center to provide assistance in emergency response, missing person, and recovery activities.
- Coordinates and prepares the IAPs for special operations (e.g. cultural events, fairs, political events, search and rescue, fires, protests, etc.) with internal and external partners.
- Coordinates training programs and emergency operations drill to prepare Tribal staff to respond quickly and effectively to emergencies. Develops a concise summary of each Department and Division, employee’s area of responsibility, assuring that all components of the plan are covered, and all parties are trained.
- Prepares and presents executive summaries, damage reports, after action reports and other administrative documents.
- Develops, coordinates and implements educational programs to enhance internal and public awareness of potential natural and manmade disasters.
- With the advice and consent of SUIT leadership, serves as the Tribe’s representative and liaison with local, state and federal agencies for emergency management meetings, work group, troubleshooting issues, and problem resolution.
- Drafts and obtains approval for a variety of MOAs and MOUs with other agencies and Tribes to facilitate cooperative, cohesive, and effective efforts and resource management for emergency preparedness and response.
- Administers program budget and provides recommendations and cost analysis for current and future development and expenditures.
- Establishes and maintains positive work relations with Federal Emergency Management Agency (FEMA); state and local governments; law enforcement, communications staff; first responders; and other local and regional emergency managers.
- Responsible for supervision and providing support for Emergency Management staff, IMT, and EOC members when required or requested.
- Performs other job-related duties as assigned.
QUALIFICATIONS:
Must have a BA/BS degree in Emergency Management, Homeland Security, Criminal Justice, Emergency Services, Public Administration, Business Administration or closely related field OR a relevant and equivalent combination of education and experience may be considered in lieu of degree.
Must have 5 years of experience in emergency management and disaster preparedness.
Must have working knowledge of Standardized Emergency Management Systems (SEMS), National Incident Management System (NIMS), Incident Command Systems (ICS), and Multi-Agency Coordination Systems (MACS).
Must have knowledge of Federal, State, County, and Local Emergency Management and Homeland Security programs.
Must have experience coordinating, preparing, and presenting tabletop and mockup training and exercises for incident management and disaster recovery procedures.
Must have supervisory experience.
Must have experience in budget development and management with general knowledge of procurement procedures.
Must have excellent computer experience in Microsoft Suite and Adobe.
Must have ICS 100 Introduction to the Incident Command System, ICS 200 ICS for Single Resource and Initial Action Incidents, ICS 300 Intermediate ICS for Expanding Incidents, ICS 400 Advanced ICS for Command and General Staff, IS-700 National Incident Management System, and IS-800 National Response Framework.
Must have a valid Driver’s License for state of residency and be insurable under the Tribal vehicle insurance policy.
Must pass a thorough criminal history background check, including fingerprint check and pre-employment drug test.
Must be able to work long and irregular hours in the event of an emergency or incident management situation.
PREFFERED QUALIFICATIONS:
Incident Command System Train the Trainer Certification.
Associate Emergency Manager certification (or equivalent) or Certified Emergency Manager (or equivalent).
Master Exercise Practitioner Program certification.
