About the Job: This position is the Law Enforcement Coordinator within the ICS structure, which is utilized to respond to emergencies and disasters within California. Under direction of the Law Enforcement Chief, SOC Director, and SOC Deputy, this position is responsible for staffing the Emergency Services Function (ESF) 13 desk in the SOC.
Sworn officers of Cal OES/LEB are authorized to exercise the full range of peace officer powers pursuant to Penal Code Section 830.3(n). Accordingly, Cal OES/LEB peace officers may exercise their peace officer authorities:
- When performing their "primary duty," which generally consists of the following:
- Mutual aid coordination and planning, in the law enforcement, homeland security, search and rescue, coroner, and other contexts;
ii. Coordination and participation in emergency exercises and training events;
iii. Liaison and coordination with federal, state, local law enforcement, private sector entities, and non-governmental organizations;
iv. Information collection and sharing;
- Providing advice to federal, state, and local agencies on best practices, and on the state’s role and responsibilities in emergency and mutual aid response;
- When making an arrest for an offense where there is immediate danger to person or property or responding to the escape of the perpetrator who committed that offense; and
- Performing any other activity within the scope of Penal Code Section 830.3(n).
Cal OES/LEB peace officers may exercise these authorities throughout the State of California. Officers must at all times exercise sound discretion in the enforcement of the law. Cal OES does not tolerate the abuse of law enforcement authority.
The incumbent is expected to work with a high level of independence, exercise initiative and make decisions during complex emergencies to help protect lives and property, build emergency management and homeland security capabilities, and support communities throughout California.

Working Conditions
In Office: This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position.
DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

The Law Enforcement Branch coordinates with local, state, and federal law enforcement stakeholders in response to incidents and needs throughout the state of California and beyond, to protect lives and property, build capabilities, and support communities for a resilient California. Working directly with all 58 California Sheriffs, the Law Enforcement Branch provides guidance, personnel, and critical resources for agencies to successfully and efficiently management events occurring throughout the state. The California Law Enforcement, Coroner, and Search and Rescue mutual aid programs are a top priority of the branch.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: Purposes, organization activities and basic legislation of the Office of Emergency Services; objectives, organization and operation of Federal, State and local civil defense and disaster activities with special reference to law enforcement; principles and practices of police administration and organization.
Ability to: Analyze law enforcement problems; plan the work of a security force; maintain cooperation with local law enforcement personnel; speak and write effectively and prepare clear and concise reports; analyze situations accurately and effect a course of action.
