WORK OBJECTIVE:
Monitors and oversees new construction projects. Oversees and inspects day to day maintenance projects on roadways and drainage structures. Completes inspections for potential drainage and roadway problems.

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. · Monitors and manages all maintenance and construction projects for the City
· Observes and reports potential problems (i.e. flooding, downed street signs, and line of sight issues)
· Performs field surveys on roadways and drainage features to obtain data for the Geographic Information System (GIS)
· Inspects and reports field observations for stormwater pollution and issues
· Assists the project manager on new construction projects
· Inspects the annual asphalt overlay of existing deficient roadways
· Prepares mowing and litter collection schedules and verifies completion
· Inputs data in the City’s computerized record system with regard to right-of-ways, streets, drainage systems, and mowing inventory
MINIMUM QUALIFICATIONS:
High school diploma/GED required; associate’s degree in science, civil engineering technology or related field preferred; supplemented by three or more years’ experience in roadway, utility, and storm drainage design; or an equivalent combination of education, certification, training and/or experience.
· Florida Department of Transportation (FDOT) certificate in Earthwork Construction preferred
· Florida Department of Transportation (FDOT) Maintenance of Traffic (MOT) certificate preferred
· Stormwater Inspection License preferred
· Possession of a valid State of Florida driver’s license required
KNOWLEDGE, ABILITIES, AND SKILLS:
· Knowledge of engineering principles, theories, and procedures
· Knowledge of the techniques and practices of surveying, mapping, drafting and applicable codes, standards methods, and tests pertaining to the inspection of municipal construction
· Knowledge of city, county, state and federal permitting procedures
· Knowledge of drainage regulations, design, and construction
· Ability to work effectively with engineers, consultants, contractors, inspectors, representatives from utility and other governmental agencies, other employees and the public
· Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions
· Ability to follow complex oral and written directions.
· Basic computer skills
PHYSICAL REQUIREMENTS:
Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). May require occasional lifting, carrying, pushing, and/or pulling of heavier objects.
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed with exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).
SENSORY REQUIREMENTS:
Tasks require sound and visual perception and discrimination. Tasks require oral communications ability.
