Operations Vice President – Transmission & Distribution Construction
Position Summary
This exempt executive position is responsible for the growth, operational leadership, and management of distribution and transmission construction operations within the Western region. The Operations Vice President ensures a productive workforce that supports divisional, departmental, site, and corporate objectives while operating in full compliance with company policies and all applicable local, state, and federal regulations.
This role directs field operations and provides technical leadership to management staff and craft employees performing work under lump sum, unit price, and time-and-material contracts. The Operations Vice President will focus heavily on client development while also supporting estimating efforts, participating in pre-bid meetings, and leading client pre-construction meetings as needed.
This is a senior supervisory leadership role requiring a minimum of 15 years of continuous industry experience. The successful candidate will possess the drive and strategic capability to grow the division into a profitable and scalable operation.
Essential Functions
- Lead client development efforts within the Western region.
- Work closely with Area Supervisors to ensure proper oversight of field crews performing new construction, maintenance, repair, testing, adjusting, and troubleshooting work safely and efficiently.
- Obtain and maintain required licenses and permits necessary for operations.
- Oversee all aspects of contract negotiation, bidding, estimating, change order management, submittals, approvals, contract administration, subcontractor management, and material procurement.
- Implement effective change management and risk mitigation processes.
- Develop thorough estimates and proposals for site-specific projects and master service agreements.
- Ensure accurate monthly financial reporting with adequate documentation for internal and external accounting requirements.
- Establish and maintain financial controls to support profitability and positive cash flow across all projects and service agreements.
- Provide technical direction and leadership to subordinate managers and field personnel.
Minimum Requirements
- Bachelor’s Degree in Construction Management or a related field.
- Minimum of 15 years of experience in construction and/or project management within utility infrastructure.
- Willingness to work extended hours during emergency conditions or as business needs require.
- Ability to travel up to 50%.
- Demonstrated commitment to workplace safety policies and procedures.
- Extensive knowledge of construction best practices, techniques, quality standards, and applicable codes.
- Strong coaching, mentoring, and performance management capabilities.
- Ability to develop and interpret material lists, bid packages, scope documents, schedules, and budgets.
- Proficient knowledge of electrical distribution and transmission systems.
- Strong understanding of various construction contract types.
- Experience conducting employee evaluations and managing hiring and termination processes.
- Ability to interface effectively with contractors, designers, vendors, and other project stakeholders.
- Proficiency in Microsoft Outlook, Word, and Excel.

Work Environment
