Summary: The Workforce Group, a LEMOINE company, is seeking an Engineer Subject Matter Expert (SME) to support disaster recovery operations and claims review in New Mexico. In this critical role, you will provide engineering expertise to support inspectors, estimators, planners, claims reviewers, QC specialists, and administrative staff. You will play a key role in evaluating technical documentation, verifying risk reduction projects, developing SME reports, and ensuring accuracy and compliance with regulations and program policy following disaster impacts.
Location: Hermit Peak New Mexico and surrounding areas
Duties and Responsibilities:
- Provide advanced engineering expertise to support disaster recovery operations, claims review, and technical evaluations.
- Review engineering reports, plans, specifications, cost estimates, and technical documentation to ensure accuracy, completeness, and compliance with federal regulations and program requirements.
- Serve as a senior technical advisor to inspectors, estimators, planners, claims reviewers, and QC specialists, offering guidance on engineering standards, damage assessments, and allowable costs.
- Produce engineering-focused Subject Matter Expert Reports, including but not limited to: structural analysis, risk reduction, forensic engineering, flood/fire impact assessments, watershed or drainage impacts, Adobe structure analysis, and Xactimate-supported cost evaluations.
- Develop technical reports and documentation required to support allowable payable cost determinations based on legislation, regulations, and Claims Office policies.
- Evaluate and verify compensation requests for engineering-related risk reduction or mitigation activities (e.g., structural hardening, watershed treatment, fire mitigation, flood control, drainage improvements).
- Assess whether requested compensation exceeds thresholds established in Final Regulations and/or program policy.
- Verify and validate completion of engineering-based risk reduction projects, both during the claims process and post-payment as required.
- Identify potential engineering risks and develop mitigation strategies to support program compliance and technical accuracy.
- Communicate engineering findings, technical guidance, and policy interpretations clearly to FEMA staff, claimants, and internal program teams.
- Utilize engineering software, technical tools, GIS data, and claims management systems to support evaluations and documentation.
- Prepare engineering summaries, analyses, and presentations to support program evaluation and leadership decision-making.
- Ensure all engineering activities adhere to applicable codes, standards, federal regulations, and internal procedures.
- Perform other job-related duties as assigned.
Education and Experience / Qualifications: A bachelor’s degree in civil engineering, structural engineering, or a related engineering discipline is required. Must hold an active, unrestricted Engineer or Professional Engineer (PE) license in New Mexico. A minimum of 10 years of experience providing technical evaluations, structural assessments, mitigation reviews, or related engineering SME support is required. Experience in disaster operations or emergency response programs is highly preferred.
- Must possess advanced engineering expertise with the ability to support multidisciplinary teams.
- Excellent written and verbal communication skills for technical and non-technical audiences are required.
- Strong attention to detail, organizational skills, and the ability to manage multiple technical priorities under pressure are required.
- Strong conflict resolution, risk management, and problem-solving abilities are required.
- Cost analysis, engineering estimation, or technical budgeting experience is required.
- The ability to guide and mentor inspectors, estimators, claims reviewers, and QC specialists on engineering-related matters is highly preferred.
