JOB SUMMARY
The case manager will work with survivors impacted by the Central Texas flooding in the summer of 2025 to make an in-depth assessment needs and identify resources/assistance needed to meet recovery goals. The case manager serves as the primary point of contact, assisting the client in coordinating necessary services and resources to address the client’s complex disaster recovery needs in order to re-establish normalcy. The Rio Texas Conference Recovery program will work cooperatively with the community or regional long-term recovery organizations in communities where these organizations have been formed. The Case Manager must present a strong desire to serve others and the ability to perform all duties with an understanding of the mission, ministry, philosophy, culture, and protocols of the United Methodist Río Texas Conference.
Essential Responsibilities:
- Perform outreach to identify vulnerable persons in need of services and referrals.
- Screen applicants promptly and responsively to identify the urgency of need and direct individuals to appropriate services, providing accurate and timely information and referral.
- Perform intake interviews via phone and/or in person, linking survivors to resources for urgent needs.
- Conduct comprehensive, individualized, strengths-based, and culturally-responsive assessments of each client’s disaster recovery needs and available resources.
- Engage each client to cooperatively participate in the development, implementation, and ongoing review of an individualized disaster recovery plan.
- Empower the disaster survivor to effectively access the resources available in accordance with the sequence of assistance for disaster recovery.
- Provide, refer, or otherwise arrange for individuals and families to receive needed services and resources identified in the recovery plan through the following actions:
- assist in the restoration of pre-disaster social service benefits for qualified individuals;
- verify unmet needs by obtaining records and/or contacting vendors;
- network with other organizations to guide the client through a sequence of delivery without duplication of benefits or services
- Monitor client progress toward recovery goals.
- Document using a standardized process and enter relevant information into the client registry in a timely manner.
- Advocate with and for clients by activities including but not limited to:
- prepare for and make case presentations on behalf of the client;
- actively participate in long-term recovery groups where such exist; and
- provide support and advocacy with governmental and non-governmental agencies and organizations when necessary.
Qualifications:
- Bachelor’s or Associate’s degree preferred. 1-2 years’ experience or any equivalent combination of education, training, and experience which has provided the requisite knowledge, skills, and abilities.
- Ability to complete a disaster recovery case management-specific curriculum.
- Essential interpersonal skills such as:
- Genuine care and respect for individuals, families, and communities served
- Cultural competence relative to the population served
- Sensitivity to the needs of individuals, families in crisis and awareness of the impact of the disaster on the community, families and the individual
- Strong communication, organizational, and cross-cultural competency skills with the highest level of standard, confidentiality, professionalism and ethics
- Ability to work independently in dynamic and often stressful environments.
- Ability to multitask, be adaptable and flexible.
- Valid Texas Motor Vehicle License with auto insurance with the ability to drive within the service area.
- Bilingual in Spanish preferred in San Angelo / Concho Valley service area
- General office equipment/hardware, Microsoft Office. Demonstrate the ability to learn new software and online communication platforms.
Working Conditions:
- Work may involve exposure to damaged property, mold, heat, and outdoor environments.
- Flexibility in schedule required, including evenings and weekends.
Compensation & Benefits:
- Salary $3,000 to $3,333 per month (6-month grant duration)

STATEMENT OF PURPOSE:
