Summary/Objective
The Director of Information Technology establishes and directs the strategic long-term goals, policies, and procedures for the City of Beckley, determines long-term systems needs, and oversees all Information Technology functions of the City of Beckley. The position of the Director of Information Technology is required to be knowledgeable in Information Technology and computer systems, have a solid technical background, and knowledge of business management with the ability to manage and motivate employees. The Director of IT is required to be experienced in creating and implementing IT policies and systems that will meet goals and objectives. The Director of IT is required to operate within the goal of ensuring IT systems and staff that are effective and functioning within the limits of budget, time, and specifications of the City of Beckley.

1. Oversees all technology operations for the City of Beckley and evaluates them per established goals;
2. Goal setting, program development, scheduling and implementation, budget preparation and administration, and demonstrates a proficiency in these skills;
3. Plans, organizes, directs, and coordinates the work of supervisory, professional, and technical staff and delegate authority and responsibility;

20. The ability to evaluate the technology needs of the City’s technology projects;
21. Oversees supervision of personnel; approves all hiring, promotions, disciplinary actions, and terminations; establishes and evaluates performance work standards, including policies and procedures; assists in resolving personnel problems;
22. Trains and motivates employees; provides staff training; provides leadership to develop and retain highly competent, customer service-oriented staff through selective management practices to support the City of Beckley;
23. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes;
24. Studies and standardizes department policies and procedures to improve efficiency and effectiveness of the IT Department;
25. Develops, analyzes, and monitors the department’s operating budget; assists in the presentation of budgets to the City Manager, and monitors expenditures;
26. Directs and forecasts for additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and the approval of expenditures; directs the preparation of and implementation of budgetary adjustments; is responsible for all short and long-range planning;
27. Ensures the maintenance of accurate and complete records of department activities and records;
28. This position requires a valid WV driver’s license;
29. Performs all duties in conformance to appropriate safety and security standards;
30. Facilitates various employee committees, as assigned;
31. This position is responsible for the operational characteristics, services, and activities of a comprehensive IT Department based on current technical literature, trends, and developments in similar projects; stays abreast of new trends and innovations in Information Technology;
32. This position is responsible for the theory, principles, and practices of Information Technology; budgeting, purchasing and the maintenance of public records; the city’s personnel rules and policies; principles and practices of management and supervision;
33. Pertinent federal, state, and local laws and regulations;
34. The ability to make sound judgments in planning, organizing, and guiding programs and activities;
35. The evaluation of cost information;
36. Other duties, as assigned.

Supervisory Responsibility
This position directly supervises all employees/staff responsible for coordinating Information Technology projects. This includes: planning, organizing, directing, evaluating, and designing activities for the IT Department. In addition, this position is responsible for the supervision of clerical, administrative, maintenance, and professional staff within the department.
Work Environment
· Work in this position may be performed in a typical indoor environment on a year-round basis.
· The noise level in the typical indoor work environment is usually quiet within the office. Within various departments, the noise level may vary depending upon the off-site noise level, including but not limited to, engine rooms and garage noise.

Position Type/Expected Hours of Work
This is a full-time position. Employee may be required to work evenings, weekends, and holidays.
Travel
This position requires travel within the City of Beckley, Raleigh County, and any other travel, to be determined.
Required Experience
Six (6) years of increasing responsibilities and proven experience as an IT Director or similar role. This position requires experience in supervisory responsibility with additional administration experience in an IT Department. This position requires experience in analysis, implementation, and evaluation of IT systems and their specifications. This position requires a sound understanding of computer systems (hardware/software), networks, etc. In addition, this position requires experience managing information technology budgets.

Preferred Education/Experience
The preferred education and experience for this position requires a bachelor’s degree from an accredited college or university with a major coursework emphasis in Information Technology, or a related field, and/or ten (10) years of progressive management responsibilities.
Safety and Equipment
This employee will follow established safety precautions when performing tasks and using equipment and supplies. Equipment will be properly cleaned and stored per policy.
