Position Summary
RTCS, LLC is seeking an Assistant Deputy Program Manager to support the Department of Defense’s Warfighting, Investments, Resourcing, and Execution (WIRE) System Engineering Field Activity (SEFA) Deputy Program Manager (DPM) for Kinetics Capabilities (KC). The role will provide high-level strategic, technical, and programmatic support to the government DPM-KC.
As an Assistant Deputy Program Manager, you will assist in the development and execution of investment strategies, totaling more than $2.5b over the Future Years Defense Program (FYDP), aimed at expanding and sustaining the Defense Industrial Base (DIB) kinetics capability sector in accordance with Executive Order 14017 and the National Defense Industrial Strategy. You will work with the science and technology community, engineering teams, and senior stakeholders to transition advanced technologies into operational systems.
Key Responsibilities
- Assist drafting, analyzing, and refining investment strategies for WIRE investments in Kinetic Weapons.
- Facilitate collaboration and leverage Subject Matter Experts (SMEs) across DoD and DoE Research Labs (ARL, AFRL, ORNL, SNL) to execute WIRE Program investments.
- Support preparation of POM and Budget Formulation planning documentation.
- Coordinate with OSW Offices, DoW Agencies, and Military Services regarding FYDP for the KC Sector.
- Provide the SEFA Financial Team with consolidated budgetary planning data and analysis support.
- Build and maintain program milestone plans, schedules, and required documentation
- Ensure all proposed plans and project documents align with Title 10 USC section 2508, Executive Order 14017 and the National Defense Industrial Strategy.
Required Qualifications and Skills:
- Bachelor’s degree in technical or business field.
- Advanced Proficiency in MS Office Suite (Outlook, Word, Excel, PowerPoint, Project or equivalent).
- Exceptional written and oral communication skills, with a proven track record of developing executive-level briefs and technical reports.
- Minimum 10 years of experience in program/project management of Defense related programs.
- General knowledge of kinetic capabilities (hypersonics), microelectronics, energy storage and batteries, critical minerals, and castings and forgings.
- Prior experience assisting with DoW budget formulation, POM development, and FYDP planning processes.
- Ability to obtain and maintain an Active Secret Clearance.
- Ability to travel up to 10% to support customer objectives.
Desired Qualifications:
- Advanced degree in technical or business field.
- Advanced understanding of kinetics materials and manufacturing processes.
- High-level ability to synthesize complex technical and financial data into cohesive programmatic strategies.
- 10+ years of experience managing projects in a production environment.
- 15+ years of program management experience supporting system development and production (e.g., Sensors, Avionics, Actuation, Thrust Vector Control, Ablative Materials, Turbine Engines, Solid Rocket Motors, or Unmanned Arial Systems).
- Strong familiarity with OSW Acquisition and Sustainment (A&S) and Research and Engineering (R&E) organizations, policies, and procedures.
- Experience managing teams from design and rapid prototyping through production.
