Performs moderately complex technical drafting activities associated with paving, drainage, and general engineering projects and issues. Work involves using Computer Aided Drafting (CAD), Geographical Information System (GIS), and end-to-end drone software programs for the manipulation and collection of data related to surveying, field inspections, investigation of complaints, report production, and interpretation of maps and plans.
Work is performed under limited supervision with moderate latitude in the use of initiative. Position relies on experience and exercises some independent judgement to determine the best approach by using and interpreting policies and procedures. Reports to the City Engineer or designee.
Essential Job Functions

Prepares and designs a variety of complex renderings, scale maps, drawings and plans to display existing infrastructure and proposed construction and Capital Improvement Projects (CIP).
Uses the GIS to enter and retrieve paving and drainage system inventory data; establishes exact spatial coordinates of missing surface features to update GIS maps.
Ensures the City’s data is current via field surveys and drone piloting; operates surveying equipment including but not limited to, Global Positioning System (GPS), levels, and mechanical distance measuring devices to capture and calculate precise and complete measurements for geodetic surveys, feature identification, and data collection.
Confirms and maintains an organized inventory of existing plats, paving and drainage plans, and as-builts; retrieves and/or generates infrastructure information, maps, and reports regarding pipes, catch basins, end walls, control and structures; operates portable GPS receiver to identify and locate exact spatial coordinates of features and infrastructures; downloads data captured by GPS to the GIS database.
Updates the Public Services Department webpage as it relates to information and public capabilities related to the GIS; fulfills resident and developer requests for drawings, maps, and data related to existing public services systems, infrastructure, and projects.
Supports construction projects by coordinating information between contractors, consultants and city staff; records construction phase design changes and files as-built drawings.
Conducts research, compiles data, and prepares reports, drawings, charts, slide presentations, graphics, and maps of and for various City and department projects and services.
Administers maintenance contracts for CAD and GIS services, programs, and equipment; researches, evaluates, and recommends CAD and GIS technologies and appurtenances to appropriate leaders; performs installations, maintenance, and minor repairs on assigned equipment and software; trains staff and provides technical assistance related to CAD and GIS software and equipment.
Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.
Maintains quality communication and interaction with all city personnel, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.
Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.

Supervisory Responsibilities
This position has no supervisory responsibilities.
Minimum Qualifications
High school diploma, GED, or Mechanical Drafting Vocational Technical Certificate required; supplemented by three (3) years of progressively responsible technical engineering experience to include design/drafting of construction projects, including experience with both Geographic Information System (GIS) and Global Positioning System (GPS); or an equivalent combination of education, certification, training, and/or experience.
Required Certifications and Licenses
Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.
National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.
Preferred Qualifications
Associate degree or vocational technical certificate in drafting, engineering technology, or construction management and three (3) years of experience drafting/designing and inspecting construction or utility projects.
Possess and maintain FAA Part 107 Drone Pilot License
