Duties

You will coordinate airfield construction projects (e.g., cargo handling, passenger and baggage handling, facilities improvement) to ensure operations conform to established safety practices and procedures.
You will oversee daily airfield inspections to identify discrepancies and system outages (e.g., navigational aids, landing aid systems, airfield lighting, pavement).
You will analyze existing transportation policies and regulations to recommend changes for procedural improvements and act as the Contracting Officers Representative (COR). Requirements Conditions of employment

You will be required to obtain and maintain a current valid United States driver's license.
You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Position may require periods of travel away from the assigned airfield for meetings, conferences, and training.
A high degree of physical endurance is required due to a considerable amount of walking, bending, squatting, climbing, running, and standing involved during the inspections of runway conditions, facilities, and construction projects.
Occasional lifting of objects weighing up to 50 pounds may be required. Qualifications For outside applicants claiming VEOA, VRA, E.O. 13473 (i.e., those without current or prior Federal competitive or excepted service): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting the Airfield Manager (AFM) in managing Airfield Management Division administrative processes, and developing organizational goals and objectives in support of installation/region management; 2) Applying Navy airfield laws, regulations, requirements and practices/procedures to assist with airfield inspections of runway conditions, facilities, and construction projects to identify airfield problems, develop solutions, and coordinate corrective actions with personnel; 3) Applying engineering and contractual principles and procedures pertaining to airfield pavement to monitor construction, repairs, and operations on the airfield and ensure safe and secure environment; 4) Assigning work to subordinates in accordance with airfield priorities. **NOTE: Experience must be fully supported in your resume to be considered for this position.** For applicants who are current or prior Federal competitive service employee: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. This complex is accessible only by aircraft and the incumbent must be willing to travel frequently to and from San Clemente Island (SCI).
