Job Summary
Seeking a dynamic and experienced professional to lead with confidence in times of crisis for the Office of Emergency Management Director. This individual will play a critical leadership role in ensuring public safety, regulatory compliance and disaster readiness across La Plata County. Ideal candidate will have proven leadership experience in emergency management, and public safety with excellent organizational, strategic planning and communication skills. Strong knowledge of disaster response frameworks and ability to perform effectively under high-pressure situations. Plans, organizes and supervises all building inspections and monitors building permits within the County.
Essential Job Functions

Supervises employees; interviews and hires staff; plans, schedules and assigns work to staff; establishes priorities; instructs and trains in correct methods; checks and approves work; reviews and evaluates employee performance.
Oversees the development of emergency response plans for County for large disasters or incidents such as floods, wildfires, severe weather, large transportation accidents and hazardous materials incidents; directs emergency preparedness for incidents and directs response in a joint command process representing Board of County commissioners and Sheriff's mandated statutory obligations.
Plans and coordinates emergency operations and disaster service; oversees the organization and management of the Emergency Coordination Center; oversees coordination with outside resources or services to assist in response and remediation of disaster or incident.
Directs and participates in community outreach; makes presentations to governmental agencies, volunteer groups, support services, disaster volunteers, general public and private industry.
Oversees the evaluation of local hazard mitigation planning.
Directs search and rescue operations in remote areas of the County under the authority of the Sheriff; provides immediate response direction for search and rescue group and emergency response team and assures the safety of emergency responders and victims.
Makes presentations and communicates news media releases to general public via newspaper, radio, television, etc. pertaining to emergencies or response to emergencies.
Develops and recommends budget requests for the department; presents budget requests; exercises budgetary control over the operations of the department; prepares long range capital planning and expenditures relevant to departmental equipment and vehicles.
Oversees the maintenance of necessary departmental records, correspondence and financial records.
Develops and recommends operating goals and objectives for the department.
Performs other related duties as assigned.

Minimum Qualifications Required
Education and Experience:
Bachelor's degree from an accredited college or university in Construction, Civil Engineering, or a related field; and,
Three to four years of progressively responsible related experience; or,
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses And Certifications
Valid State Driver's License.
