Tech Comm has been designing and manufacturing radio direction finder (DF) and COMINT signal search systems and antennas for 30+ years. Our solutions support airborne, maritime, and ground missions and are deployed worldwide, including on approximately 100 U.S. Coast Guard (USCG) vessels, military and civil helicopters, and fixed-wing aircraft.
Role summary
We are seeking a high-ownership business development and capture leader to drive Tech Comm’s growth across U.S. defense and civil markets, including the USCG and the U.S. Department of Defense (DOD). Reporting directly to the CEO, you will lead go-to-market strategy, our pipeline, and capture efforts for opportunities with USCG, DOD, prime contractors/integrators, international partners, and other stakeholders. This role is a strong fit for a transitioning military officer or mid-career BD/capture leader who wants real ownership, visible impact, and uncapped upside.
What you’ll do
· Own go-to-market strategy, set priorities, and lead a structured, CRM-driven opportunity pipeline in collaboration with the CEO.
· Build a balanced pipeline across (1) USCG and other U.S. government programs, (2) prime contractors and integrators, (3) international opportunities via FMS/DCS and broker/channel partner agreements, and (4) maritime and aviation operators supporting search-and-rescue missions.
· Pursue innovation programs (e.g., SBIR) and support their transition from R&D into follow-on and Program of Record awards.
· Lead capture efforts for key pursuits: gather customer and competitive intelligence, shape RFIs/RFPs, and lead proposal development with support from technical teams, ensuring Tech Comm’s value proposition is clear, compelling, and differentiated.
· Develop and maintain strong relationships with decision-makers at USCG, DOD, primes, international customers, and integrators.
· Leverage external advisors (e.g., former prime executives, senior operators, former government leaders) to accelerate key pursuits.
· Represent Tech Comm at industry events (e.g., conferences), deliver briefings and demos, and lead other customer-facing interactions.
Minimum qualifications
· 5+ years in business development, sales, or capture within aerospace & defense, OR equivalent experience through service in a U.S. military branch or a relevant civil agency. Military officers and veterans are encouraged to apply; relevant operational or acquisition experience is highly valued.
· Demonstrated ability to drive complex, multi-stakeholder pursuits and brief senior decision-makers.
Preferred qualifications
· Experience with RF systems (including DF/COMINT) or other defense electronics.
· Familiarity with defense acquisition processes and prime/subcontractor supply chains.
· Experience leading or materially contributing to capture and proposal efforts for defense or government customers.
· Experience building pipelines and dashboards/forecasts and presenting them to senior leadership with high autonomy.
· Experience producing and briefing other executive-ready deliverables (e.g., account plans, capture plans, customer readouts, and proposal inputs).
· Bachelor’s degree is preferred but not required. Equivalent experience through military or industry roles will be considered.
