ENVIRONMENTAL MEDIA OPERABLE UNIT PROJECT MANAGER
Provide senior-level project management of the Environmental Media Operable Unit (OU) CERCLA decision process conducted for Four Rivers Nuclear Partnership (FRNP) at the Paducah Gaseous Diffusion Plant (PGDP). This work will be conducted as part of the Regulatory Decision Integration (RDI) organization under the direction of the RDI Director. Specific duties of the Environmental Media OU Project Manager include:
- Managing development of the Environmental Media Remedial Investigation/Feasibility Study (RI/FS), the RI/FS Report, the Proposed Plan, and the Record of Decision. Management includes development and direction of the strategy, identification and management of FRNP and subcontracted resources, and schedule and budget performance in accordance with Earned Value Management System requirements.
- Planning, scheduling and organizing the work to ensure utilization of employees and subcontractors and compliance with all FRNP contract requirements and quality standards.
- Instructing FRNP employees and subcontractors on the work methods and performance expectations.
- Providing direction, training resources and evaluation of assigned RDI personnel.
- Providing subject matter expertise with knowledge and expertise obtained through progressive and varied experience in remediation of other DOE gaseous diffusion plant facilities and operation of the waste disposal facilities.
- Providing strategic guidance for interpretation of regulations for all decisions being developed by RDI. This includes CERCLA, RCRA, and TSCA regulations; Corrective Action Management Unit implementation; and the Area of Contamination Policy. Provide senior guidance for negotiations with regulators.
- Provide guidance for planning and developing remedial design (RD) and remedial action (RA) documents following the Portsmouth Gaseous Diffusion Plant model.
- Provide guidance for stakeholder outreach activities designed to educate stakeholders on the pending site remedy decisions and obtain early feedback that can be incorporated into decision planning.
- Interface with groups inside and outside the organization including DOE senior management, EPA personnel, Kentucky Department of Environmental Protection personnel, client representatives, stakeholders (including community leaders) and auditors.
- Other duties as requested by the RDI Director.
The Environmental Media OU Project Manager can work remotely, but is expected to be able to travel to the Paducah Site in Kevil, Kentucky one week per month. Travel to other office locations for relevant meetings, site tours, etc. may also be required.
The Environmental Media OU Project Manager shall possess:
- A minimum 20 years of experience in a DOE and CERCLA project environment,
- Specific experience in CERCLA decision documents, RCRA regulations, TSCA regulations, regulatory negotiations, and stakeholder engagement.
- Knowledge and expertise in remediation of other DOE gaseous diffusion plant facilities and operation of the waste disposal facilities.
