Director, Municipal Utility and Engineering Department - Redlands, CA - Ralph Andersen & Associates
This Position Reports Directly To The City Manager. Under General Direction, The Director Plans, Manages, Directs, Oversees, And Coordinates The Activities Of The Municipal Utilities And Engineering Department, Including Administration, Engineering, Water Production, Treatment And Distribution, Wastewater Collection, And Treatment And Laboratory Analysis. The Director Also Provides Highly Complex Staff Assistance To The City Manager In Addition To The Day-to-day Leadership And Management Of All Department Staff.
Key Responsibilities Of The Director Include:
- Provide direction and oversight for the operational and administrative activities of the Municipal Utilities and Engineering Department;
- Develop, plan, and implement goals and objectives; establish and administer departmental policies and procedures;
- Direct, oversee, and participate in the development of the Department’s work plan;
- Assign and monitor work activities, projects, and programs;
- Make technical engineering and administrative decisions;
- Establish technical criteria and standards;
- Supervise and participate in the development and administration of the Municipal Utilities Department’s budget;
- Plan and recommend a capital projects budget for each utility, direct the forecast of additional funds needed for staffing, equipment, materials, and supplies;
- Monitor and approve expenditures and implement necessary and appropriate fiscal adjustments;
- Represent the Department in debt financing and funding related matters;
- Oversee all public bid processes;
- Coordinate the activities of consulting engineers, and the review and approval of engineering plans and specifications for utility construction projects and equipment;
- Ensure that the City is in full compliance with all current potable and non-potable water standards, wastewater discharge requirements, established by regional, State, and Federal regulatory agencies;
- Interpret policies and procedures established by regulatory agencies;
- Resolve work problems and interpret administrative policies to subordinates, other departments, consultants, contractors, and the public;
- Provide information to the public; respond to and resolve citizen complaints and concerns;
- Coordinate Department activities with other City departments, divisions, and with outside agencies;
- Provide staff assistance to the City Manager and City Council, prepare and present staff reports to the City Council, prepare other necessary correspondence and public presentations; and
- Serve as staff liaison to several boards, commissions, and committees, and as an active member of the Environmental Review Committee.
Education:
Bachelor’s degree from an accredited college or university with major coursework in public administration, business, engineering, or a closely related field. A master’s degree is desirable. For degrees obtained outside of the U.S., an official equivalency evaluation is required.
Experience:
Seven (7) years of increasingly responsible management and supervisory experience in the administration of municipal utility operations, including five (5) years in a public agency.
Licenses And Certificates:
Professional registration as a licensed Engineer in the State of California is not required, although it will be seen as a plus. Other certifications held by applicants should be detailed with submittal.
