This position is in keeping with policy and procedures of the Hawaiian Paradise Owners Association
bylaws and standards. Under General Manager, Board, and Human Resource review, the Roads
Superintendent oversees all Road and Easement Maintenance in HPPOA. The Roads Superintendent is
the primary supervisor of all road and easement crew staff. The Roads Superintendent is under direct
supervision of the General Manager and shall report to the executive BOD as required.
Primary Duties and Responsibilities
- Retrieve Road Maintenance Requests from the office daily, respond to requests and
document resolution in a timely manner.
- Plan, direct, monitor and evaluate day to day operations and special projects involving HPP
roads, Roads and/or Easement staff, equipment and maintenance facility.
- Meet with the General Manager weekly and as necessary to coordinate staff duties
- Prepare monthly Roads reports for presentation to the BOD at monthly Board meetings.
- Assist in the preparation of the annual Roads budget for BOD approval, working with the
General Manager, full charge bookkeeper, and the Finance Committee. Attend Finance
Committee meetings for the purpose of annual budget preparation.
- Receive employee timecards each pay period from the General Manager. Review the
timecards for the Roads and Easement staff and sign them as the approving supervisor.
- Attend all Board Meetings and attend the Membership Meetings as requested.
Responsible for addressing all road complaints ( dust abatement, downed signage,
easement clearances, traffic, mowing, machine maintenance/ repairs, etc).
- Identify and report easement violations to the General Manager.
- Maintain accurate and up to date logs of all maintenance and repairs of equipment and
shop facility using HPPOA approved computer software.
- Responsible for prioritizing the work load and deploying the road and easement staff.
- Responsible for ordering parts, signs, supplies, road material and equipment as needed,
within the budget, based on HPPOA Corporate Policy guidelines.
- Meet regularly with the full charge bookkeeper to ensure accurate accounting of all road
and easement maintenance expenses.
- Coordinate with the Roads and Easement staff for duties and weekly meetings.
- Keep a daily report log of all work performed by the road and easement crews and
equipment used.
- Timely Review of all road maintenance requests to determine the appropriate action
required to resolve the issue, and if required, promptly visit the site to take immediate
action or further assess the situation, and take the steps necessary to resolve the issue.
- Answer and return phone calls in a timely manner.
- Assist in the preparation of RFQ’s, RFP’s, and contracts for Road or Easement maintenance work that will be contracted out. Contract(s) to be reviewed by BOD before bids are taken. Bids are reviewed with BOD before project is awarded.
- Comply in a timely manner with BOD instructions and directives for Roads and/or
Easements, equipment, and maintenance of roads and easement equipment and facilities.
- Manages and coordinates rental contracts for Road and Easement equipment or supplies.
- Verifies and orders trucking companies to haul road material and/or water when needed.
- Purchases fuel for the fuel shed.
- Maintain all levels of supervision for the road and easement crew.
- Provide the BOD with recommendations for road and easement improvements and
equipment needs.
Knowledge and Skills
- Must be able to perform the job description as listed above
- Must have a thorough knowledge of road materials and road construction methods
- Must have knowledge of contract negotiations
- Must have knowledge in fugitive dust control
- Must be able to give clear and concise instructions both written and verbal
- Must be proficient in MSExcel, MSWord, or other such applications and software utilized by the
Association.
- Strong interpersonal skills, capable of working with multiple levels of management
- Must have Supervisory experience.
- Must be able to prioritize work volume and multi-task effectively.
- Must be able to interact with Owners and the general public in a professional manner.
- Must be able and willing to follow directions both written and verbal.
- Must maintain confidentiality of personnel records and other HPPOA business.
Qualifications
- 5+ years in road maintenance construction as a contractor/ project manager or equivalent.
- 5+ years in a Supervisory position, overseeing a minimum of 5 employees.

Pay: $55,000.00 - $70,000.00 per year
