Summary: This position is responsible for independently bidding and managing various construction projects, including but not limited to Illinois Department of Transportation (IDOT), local municipalities, and various private entities — both as a general contractor and subcontractor. The Project Manager will handle all aspects of the bidding process and day-to-day project management activities, such as obtaining plans and specifications, gathering material and subcontractor quotes, organizing bids, tracking bidding trends, and ensuring projects are completed successfully. The role requires strong independent judgment, initiative, and the ability to determine methods, work sequences, scheduling, and how to achieve project objectives while operating within company guidelines. Good judgment and common sense are required in all duties and any other tasks as assigned. This job description provides an overview of responsibilities and tasks to be performed. Essential Duties and Responsibilities:

Search for and identify new projects to bid.
Obtain and review bid plans and specifications for projects.
Send requests for quotes to material suppliers and subcontractors.
Gather, analyze, and organize quotes for materials and subcontractors.
Obtain plan holder lists for each bidding project.
Secure bid bonds for bidding projects.
Visit project sites for bidding purposes and document existing conditions through photos and notes.
Set up and organize bids in HCSS HeavyBid Estimating Software.
Read and review plans and specifications in detail.
Perform project take-offs and prepare accurate cost estimates.
Create complete bid packages for submittal to various entities.
Draft professional proposal letters for specialized projects.
Organize and track completed bids.
Track and analyze bidding trends to inform future strategy.
Measure quantities, determine crew sizes, and input data into management software for estimating and cost projection.
Prepare and submit reports to owners, including Daily Reports, Certified Payroll, Subcontractor Reports, and other required documentation.
Coordinate printing of plan revisions and ensure field personnel receive updated drawings.
Issue purchase orders for materials and prepare subcontract agreements.
Approve and order materials while verifying deliveries against purchase orders.
Develop and maintain accurate project schedules.
Coordinate utility marking and project schedule-driven requirements for utility relocations or protections.

Qualifications:

Associate’s or Bachelor’s degree in Construction Management, Project Management, or Civil Engineering preferred.
Substantial work experience in civil construction may substitute for educational requirements.
Proficient computer skills, including Microsoft Office and estimating software.
Experience with HCSS HeavyBid Software is a strong plus.
3+ years of experience in civil construction (bidding and project management preferred).
Strong organizational and problem-solving skills.
Excellent communication and interpersonal skills.
Proven ability to work independently with minimal supervision.
Ability to thrive in a fast-paced, deadline-driven environment.
Valid driver’s license and clean driving record.

Pay: $70,000.00 - $120,000.00 per year
