Deputy Director of IT - Cyber Security, in the Information Technology Department. This position will assist in the planning, organization, and directing the human, financial and capital resources of the Information Technology Department. Responsible for ensuring the confidentiality, integrity and availability of the City's IT infrastructure and the City's intellectual property. Monitor, analyze, and detect Cyber events and incidents within information systems and networks under limited supervision. Oversees the documentation, implementation, and execution of the IT Policies according to City of Friendswood needs and industry best practices. Assists in promoting understanding and cooperation with other city departments and personnel in issues regarding policies, procedures, schedules, etc. in actions relating to the Information Technology Department. Responsible in assisting the Director of Information Technology in identification of new technologies and the implementing of such technologies and projects in a proactive manner. Contribute to escalated problem resolution by giving in-person, hands-on support to end users when necessary.
- Work Performed:
- Assist in planning, organizing, and directing the Information Technology Department.
- Provide leadership to the IT Department's systems and support team in operational planning and projects.
- Develops and maintains corporate security policies, standards, guidelines, and baselines.
- Develops and maintains accurate and current compliance documentation for the assigned compliance standard(s) and ensures that all documentation is properly stored in the document management system.
- Analyzing IT and other department issues, evaluating alternatives, and making logical recommendations based on findings.
- Excellent administrative and problem-solving skills; must be able to manage team and multiple projects; must be able to create a motivating environment for employees.
- Remains current on industry trends and evaluates new technology.
- Excellent interpersonal skills; must be able to work effectively with others.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and government regulations. The ability to write reports, business correspondence, and procedure manuals.
- Excellent ability to present information both orally and in writing and respond to questions from groups of users including directors, city manager, council, and the public.
- Works with various applications for network security monitoring.
- Good Understanding of SCADA systems and regulations, CJIS policy, Payment Card Industry (PCI), VoIP systems, knowledge and maintenance of analog and IP based security camera systems
- Monitors security compliance with policies and procedures, reviews security management reports, and coordinates third party security functions.
- Conducts vulnerability scans on routine or ad-hoc basis and presents improvement plans.
- Identifies gaps in design and operating effectiveness of controls and identifies opportunities for improvement.
- Reviews systems logs / IDS logs / change management logs and makes recommendations for any corrective actions needed.
- Conduct presentations to small and large groups including internal staff for various trainings and cybersecurity. Presentations also made to the public for general cybersecurity awareness.
- Installs, configures, and maintains hardware including LAN/WAN, firewalls, IDS/IPS, Routers/Switches, Wireless, Servers, Printers, & Scanners
- Installs, configures and maintains software including, but not limited to operating system, drivers, office productivity, applications, terminal emulation, anti-virus, e-mail/fax, remote access and Internet.
- Knowledge of installing, maintaining, and troubleshooting fiber, ethernet, and coaxial cabling
- Monitors traffic, performance, and disk storage, and prepares reports for review by the IT Director
- Communicates and coordinates network schedule, backups, and downtime to users.
- Responds regularly and promptly to helpdesk tickets and other requests.
- Coordinates third-party maintenance of hardware.
- Maintain city websites and content
Education And Experience
- Bachelor's degree (B.S. or B.A.) from an accredited university or college, preferred in a related field: or
- Certificate(s) in cybersecurity or related security field.
- Previous first line supervisory experience.
- NIIMS training
Requirements
- Have a valid Texas drivers' license and a good driving record
- Must be able to pass FBI criminal background fingerprint check and must comply with state and federal requirements for criminal justice information security standards.
Schedules Working Hours
- Full time 40+ hour work week, occasional weekend assignments and ability to be on-call 24 hours a day, 7 days a week.
Position may require 24 hour availability during emergency conditions.
