Duties

Major duties include, but not limited to:

Program/Project Management

Manages planning activities that may include short or multi-year work plans that are the products of subordinate organizational projects/programs.
Establishes program objectives and units of measure for determining when objectives have been met.
Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects.
Participates in meetings with internal and external stakeholders to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve program schedules.
Makes recommendations for and takes actions when adjustments or a different course of action is necessary and to correct any identified problem areas.

Analysis and Evaluation

Performs comprehensive analyses and evaluation of new or modified programs, policy and/or legislation for projected impact upon major administrative operations and resources.
Appropriates evaluation and measurement techniques in determining the effectiveness, efficiency, and extent of compliance with rules and regulations and/or in measuring accomplishments.
Provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures as it relates to the organization.
Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related administrative functions.
Reviews and reconciles large amounts of data.
Drafts recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components.
Develops and modifies work methods, procedural changes, and system or program variations.
Advises management of unique conditions and issues which affect the program/project and provides management with new information and predictive advice concerning various alternative courses of action in resolving exceedingly complex problems.

Administrative Management

Drives complex projects from ideation to action and successful implementation.
Participates in the preparation and presentation of briefings to officials regarding program/study results.
Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information, to investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems.
Makes recommendations on new or modified developments, priorities and objectives to improve performance in major administrative operations.

Qualifications

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Management and Program Analyst - Project Manager that is typically in or related to the work of the position to be filled. Specialized experience includes: Applicant demonstrated experience with project/program management methodologies and best practices it is preferred that the applicant possess a Project Management Professional (PMP) certification; Recognized expert in strategic engagement who possesses strong senior leadership skills, has the ability to establish an organizational vision, and influence others to translate vision into action in a continuously changing environment; S/he is able to formulate objectives and priorities and implement plans consistent with the long-term interests of the organization in a global environment, while capitalizing on opportunities and managing risks; Performing program and/or large project management; plan, implement, analyze and supervise a broad range and quantity of simultaneous activities; ability to plan, organize and direct long range plans to implement national priorities; experience in collaborating with managers, clinical providers, and/or other support staff in a medium to large health system or large insurance company or medium to large health company or a large trade/professional association; Experience preparing effective written and delivering oral communication of complex facts and analyses; Experience with preparation of communication; briefing or presentations.
