Operations - Remote in North Dakota - IT Director

Define and lead technology strategy for the largest state agency to better serve North Dakotans. North Dakota Health and Human Services (ND HHS) is seeking a IT Director to oversee and advance the agency's IT function.

In this newly created position, you will articulate and steer a comprehensive IT strategy aligned with HHS' mission, vision and goals. This means you will provide leadership in modernizing infrastructure, enhancing cybersecurity, supporting business operations, and delivering high-quality digital services to internal and external stakeholders.

Key Responsibilities Include

Develop and lead the execution of the agency's IT strategic plan
Provide strategic oversight for technology systems, platforms, infrastructure and security
Identify opportunities for digital transformation and operational efficiencies
Collaborate with executive leadership and key stakeholders to alight IT initiatives with business needs
Oversee IT governance, project management, vendor management, and budget planning
Manage and support teams (data governance, agency cybersecurity, and change management) of IT professionals, fostering a high-performance culture
Ensure compliance with state, federal and industry regulations and standards
Serve as a thought partner and subject matter expert on technology trends, risks and innovations

To succeed as our IT Director, you should have significant experience leading large, cross-functional teams, demonstrating effective influence on senior-level management and key stakeholders, and facilitating impactful decisions across the organization, even in multifaceted contexts. While a tech expert, you have moved past the role of technician. You are a trendspotter and can see strategic applications of emerging tech. Furthermore, you get excited when collaboration results in a win-win-win.

To be considered for this position, you must have the following:

Minimum 10 years of comprehensive leadership experience in the IT sector, complemented by a deep understanding of business and industry dynamics
Documented experience creating and executing multiple comprehensive strategic IT plans that required internal and external partners to succeed
Previous enterprise-wide tech management role in a large, multifaceted organization with organizational budget exceeding $50M
Significant experience negotiating effectively with vendors on multi-million dollar deliverables

Location: This position is based in North Dakota. The candidate selected must reside in North Dakota, or bordering communities, or be willing to relocate to the state. If not located in the Bismarck area, the candidate will need to travel regularly to Bismarck for meetings.
